There is no end to the scandals with incinerators/ Millions for Stela Gugalla and Klodian Zoto

The history of the incinerator concession in Albania, seems to be a scandal that continues to deepen. A concession for which there have been numerous accusations, investigations, while a former minister has already been handcuffed, and Stela Gugalla, the owner of the incinerator in Elbasan, and Klodian Zoto, the person who built the incinerator through his company Integreted Technology Services, have been declared wanted by the police.

The incinerator concession starts in Elbasan with a contract of 22 million euros, in Fier with 28 million euros, and in Tirana with an initial contract of 128 million euros. So in total 178 million euros, for 3 concession contracts.

But it seems that ?the pear has its tail back?. CNA.al has provided exclusive data showing how incinerator companies have paid themselves for consulting. So incinerator companies have made systematic payments to consulting companies, which are owned by the same people who own the incinerators.

According to the data provided by CNA.al in these ?consulting companies?, they pay monthly salaries in millions of Lek for themselves, as well as to incinerator companies.

The first is the incinerator in Tirana, which pays millions for consultants to the company ?Zoto Consulting? of Klodian Zoto and ?Consulting SE Partners? to Stela Gugalla.

According to the data ?Zoto Consulting? is paid regularly with about 6 million Lek per month, from the incinerator of Tirana. And in 7 months, he received 4.2 million new Lek or 42.000 dollars.

But it doesn?t end there. ?Zoto Consulting?, with code L72115013Q, pays salaries of millions of Lek, even for Klodian Zoto himself. But who is the company ?Zoto Consulting?? According to the official extract, this company was registered in the National Business Center on September 15, 2017.

The shareholder is Klodian Zoto with 90 percent, while Denisa Tollkuçi with only 10 percent. On the other hand, Stela Gugalla, the owner of the Elbasan incinerator, declared wanted, was also paid for ?consulting?. Her company, ?Consulting SE Partners?, receives also systematic payments from the Tirana incinerator.

According to the documents, in 7 months of 2021, ?Consulting SE Partners?, was paid by the incinerator of Tirana, with an amount of 1.1 million new Lek per month. So he received a total of 7 million new Lek or 70.000 dollars.

?Consulting SE Partners?, where the shareholder with 80 percent of the shares is Stela Gugalla, was also paid the latter for consulting. According to the table below, Stela Gugalla, through this company gives herself a salary of 323.599 of new Lek or 3200 dollars.

?Consulting SE Partners?, was registered in the NBC on October 6, 2017, and Stela Gugalla has 80 percent stake, while Julia Demneri 20 percent. The latter is also an administrator, from September 25, 2021. While before this date, the administrator was Stela Gugalla, the owner of the incinerator in Elbasan./CNA.al
