SSA report/ The incinerator of Tirana was opposed by state institutions, due to high cost and risk

The incinerator of Tirana, is one of the corrupt affairs of the century in Albania. 128 million euro contract for 5 years, with a concessionaire that still continues to use the Sharra Landfill as a landfill, and for this work receives only from the government and the Municipality of Tirana 10 million dollars per year.

There are over 40 million dollars paid in 4 years, not including the amounts paid by businesses for inert waste, and today there is still no incinerator. The Supreme State Audit has carried out an audit for a period of 3 years, and now the affair seems even more clear, because it bears the signature and seal of a professional institution.

According to some conclusions drawn by SSA, it results that ?the lack of a comprehensive consultation process with all actors and interest groups for sensitive initiatives and impact on citizens, has led to the refusal to approve the concession project?.

?Non-compliance with the rules for evaluation and award of concessions/public-private partnership, where information and feasibility study should have been made available, doesn?t clearly and officially indicate whether the project meets legal requirements, and has a negative social and environmental impact?- it is emphasized in one of the points of the report.

Furthermore, SSA experts conclude that the institutions didn?t agree on the construction of the incinerator in Tirana, and returned negative answers. But that has not stopped the Ministry of Environment led by Lefter Koka and Alqi Bllako from resubmitting documents, to move forward the Tirana Incinerator project and the concession.

The report of the Supreme State Audit, states that this concession has high financial costs for the state budget. It is further stated that ?the lack of agreement of the central institutions, whose scope of activity is closely related to the object of the concession project, deviates from the regular approval process on these initiatives, leading to inefficiency and identification of potential risks?.

In their report, experts specify that the lack of preliminary information on the legal status of the property where will be invested the concession project for construction of landfill, incinerator and rehabilitation of existing landfills in Tirana, brings potential increase of mainly financial and legal risk, mainly because incorrect identification of the burden of expropriation.

These are just some preliminary conclusions that SSA experts have drawn in a report during an audit conducted in the second half of 2021, where they concluded that none of the terms of the contract has been met.

So far there is 100 percent realization only for the external enclosure of buildings and a landfill for solid waste. The latter is a colossal source of income, due to payments in the tens of millions of euros in 4 years by the Municipality of Tirana and the Rama government./CNA.al
