Diaspora vote/Celibashi: We have built a special structure, we are waiting for

On Thursday, the vote of immigrants, as well as changes to the Electoral Code, will be examined in the Assembly.

The head of the Central Election Commission, Ilirjan Celibashi, said that this institution has built a special administrative structure that has dedicated responsibility for voting from abroad.

According to him, during the last few months, numerous consultations were carried out with the organizations of the society outside Albania.

Excerpts from Celibashi's speech:

This is a very difficult process. We have problems for those who vote internally and even more so in the case of voters from abroad. It is an absolute priority in the focus of our commitment. Other actors are also needed, the Assembly, political parties, civil society organizations, media. They will have to commit to a concrete process and concrete activity. We have little time available. At least the voting of those citizens who have some kind of interest in voting. As for the registration and identification process, we will have to wait for what the Parliament of Albania will decide on this issue.

Since the decision of the GJK, there have been two acts of action by the CEC, the first one is related to the construction of an administrative structure within the CEC, which would address the moment when the regulatory legal framework would be ready, the whole aspect of diaspora voting .

The second was to promote as far as it was allowed and to bring to the attention of the political factor, civil society organizations the need for the process of voting from abroad to receive the address it would have to receive from the relevant institutions. The CEC has built the administrative structure within it that has dedicated responsibility for all aspects of the voting process from abroad.

We have consolidated the directorate for voting from abroad and we have organized it in such a way to respond to all those technical elements of voting from abroad, starting from the registration, the administration of the votes and the issuing of the result.

We will have to wait for the latest developments if the negotiation process will be finalized with the filling of the legal gaps, thus opening the way for the action of the CEC to prepare this process.

We offer the guarantee for the security of the voting process, the counting of ballots for the extraction of the political result. Address the concerns of the political parties by having a voice and an ear in this process. We will provide all the transparency you need. Not only causes, but also pretexts, the parties will not have.

Time is short, but we are prepared to build that infrastructure for the technical side of this process. This process must have all the contributions of the political factor, representatives of civil society organizations. Everyone can take the position they want.
