The Democratic Party's Anti-Corruption Spokesperson, Genta Vangjeli, has denounced a corruption case in Durrës, involving the municipality and the city's water utility.

It concerns the tender for the reconstruction of the water supply in several areas of Durrës. Vangjeli said that the winning companies have owners who are relatives of the socialist member of the municipal council in the Municipality of Durrës, Munir Konesha.

" A tender published in this week's APP bulletin (no. 8 dated 17.02.2025) led to the discovery of a scheme to benefit Albanians' money in favor of the families of former officials or current socialist officials in the local government institutions of Durrës.

The Regional Water Supply and Sewerage Company Durrës sh.a, with main owners MEI and the Municipality of Durrës, has developed the tender with the object 'Reconstruction of the water supply network in the Kodër Arapaj area, in the Plepa area and the Skraparlinjve area, Durrës'.

For this procedure, the CA announced the winner EO '2AF ALBANIA GROUP sh.pk and Supporting Entity: BOE ALB-KON shpk and IDEAL CONSTRUCTION AND PROJECTION (ICP). These entity names are related to the socialist member of the municipal council in the municipality of Durrës Munir Konesha.

Firstly, 2AF Albania Group shpk is the entity that implemented the works for the 3.2 million euro tender for the water supply in Bulqiza for which the socialist mayor was sentenced by a final decision, but also Aqif Konesha, administrator and owner of this company which he owned together with his father, the current member of the Durrës Municipal Council, Munir Konesha.

Aqif Konesha was sentenced to 1.4 years in prison for forging documents. After committing the crime, in November 2023, Aqif donated the ownership shares to his wife. His father Munir Konesha did the same, donating the shares to the same person within the family circle.

Meanwhile, the legal representative of the same company is the other son, Alban Konesha. Article 76 of the LPP, point 1/dh, prohibits the qualification and declaration of winners of operators convicted by a final decision , "Vangjeli declared./ CNA
