Prime Minister Edi Rama, at a meeting of the Socialist Party parliamentary group, requested that the regulation be implemented in the Assembly.

According to him, the opposition has more hours available to speak than the oppositions in the EU parliaments. The Prime Minister emphasized that the hours taken by force by the opposition should be stopped and that the word procedure should not be equated with the word hostage-taking.

"This process requires a more qualitative administration or administrative service of the Assembly. We have talked about internal reform, some steps have been taken, but an administration that numbers 350 people, of whom 300 are civil servants, is quite large in number, while the burden of supporting work for committees, deputies and the Speaker of the Assembly falls on a smaller number than the total number. This requires attention.

We need to add new forces to the committees and issues related to negotiations. That mechanism we talked about, which is related to better coordination between the government and the group, the chief negotiator should be a counterpart that facilitates and provides the necessary expertise.

Thirdly, for this part of the Assembly, we must reiterate that in the distribution of mandates in the Assembly, the difference is very large in the distribution of speaking hours in the Assembly, if you look at the hours, it seems as if we are in a 51 to 49 parliament, which means that the hours made available to opposition MPs are much more than to the EU parliamentary opposition. We must see how the hours taken by force, with abuse, in complete violation of ethics, using the procedure to take the public hostage for 1 or 2 hours when the session begins and to occupy the hall, placing the positions in the spectators of a clay theater, will be interrupted.

In no EU parliament is this allowed to any political force. Based on EU regulations, immediate intervention must be made, so that the word procedure is not equivalent to the word hostage-taking. In no democratic parliament is not tolerated not only physical intervention, but also the attack on the dignity of those present. The measures must be immediate, as it has regulated them, no more and no less. The level of hooliganism in the Assembly is complicity and complicity in attacking young people who attend the Assembly.
