The Minister of the Interior, Taulant Balla, said this Wednesday that he has asked the directors of the AMP, Ardi Veliu, and the State Police, Muhamet Rrumbullaku, to pass the TIMS system data file to SPAK, but according to him they have requested that this case be followed by the Prosecutor's Office of Tirana.

Regarding this statement, the journalist Ferdinand Dervishi reacted, who for weeks has been denouncing the scandal with the TIMS data.

Through a status on social networks, Dervishi describes Balla as the devil hiding under three skins, as he says that he has taken different positions.

He states that on August 30, the Minister of the Interior denied the leak of TIMA system data, saying that there is no report on this issue.

The journalist emphasizes that with Balla's contradictory attitudes, citizens do not know who to trust.

Today the Minister of the Interior, Taulant Balla, who is also appearing in the role of the General Director of the Police, also in the role of the head of the Police Supervision Agency, also in the role of mediator with the prosecutions, and in the role of the initiator of new standards investigation, during his speech at the Commission of European Affairs, he guaranteed that the TIMS data are protected and that there was no leakage of them. So far, he, with his, is ok. But the continuation of the statement was surprising. The minister clarified that for the incident of August 2, 2023 "... he asked the General Director of the Police and the Police Supervision Agency, the immediate involvement of SPAK. It was also a recommendation from their side that this case be followed by the Prosecutor's Office of Tirana."

So the Minister of the Interior, to whom someone should say that he holds a political position and goes beyond his duty every time he recommends or orders where the police investigative files should go, I have asked the General Director of the Police, Muhamet Rrumbullaku and Ardi Veliut of the Police Supervision Agency, to send the investigative file of the attack on the TIMS system to be investigated by SPAK, but they did not agree.

Surprisingly, this statement of the Minister of the Interior contradicts his statement dated August 30, 2023, when he denied having a criminal report for the incident and at the same time asserted that the file has gone to the Prosecutor's Office, becoming ridiculous for all lawyers and experts of the Code of Criminal Procedure, since every investigative file, sent to the prosecutor's office, constitutes in itself a criminal report.

Said by Minister Balla on August 30: "Regarding what you say about the report, it is not true that there is a report, but I have requested that the data available to the police surveillance agency be evaluated by the prosecution as well if there is any element, this is a new standard that will be established in all the dependency structures in which I have the honor to direct that in all cases even when there is a conviction that has elements of a criminal offense, this is put to the prosecution to appreciate them."

So on August 30, 2023, we are at the level of requesting an assessment from the Prosecutor's Office for "any element" of the criminal offense, according to a minimalist standard invented by the minister-generalist, while today he raises the bar and says publicly that he requested that the investigation it is done by SPAK's bulldozer!?

Which minister do we trust, Taulanti on August 30, 2023 or Balla on October 4, 2023?

Further, in today's statement, Minister Balla says that it was Directors Rrumbullaku and Veliu who recommended that the investigation file for the attack on TIMS go to the Prosecutor's Office of Tirana and not SPAK.

And at this point, it seems, the devil hides under three skins. With these statements, it is likely that Minister Balla is trying to adjust his "biography" in the face of the scandal that is the authorship of his "new team", propagated with "innovative ideas", and it is not at all surprising that, in function of this effort, to wash his hands with both, with the General Director Muhamet Rrubullaku, and with the Director of AMP, Ardi Veliu. This is because these two played the trick, sending the investigation file to a prosecutor's office several levels lower than SPAK and with records of file manipulation.

A mischievous action, since the investigation according to SPAK's methods, right from the first steps, would circle with a red pencil the names of the two directors who have dissuaded the Minister from sending the file to SPAK. The first, the name of the General Director, Rrumbullaku, for "abuse of duty" during the process of appointing the "new team" of Balla, which undertook the attack on the TIMS system, and, the second, the name of the Head of AMP, Ardi Veliu, who did not investigate this illegal appointment process./ CNA
