"Rama 4"/ Profile-Who are the new cabinet ministers?

This Thursday, during his speech at the Socialist Party Assembly, Prime Minister Edi Rama announced the new governing cabinet.

But who are the ministers of the "Rama 4" government?

Belinda Balluku - Deputy Prime Minister and Minister of Energy and Infrastructure (Reconfirmed in office)

Balluku has been Minister of Infrastructure and Energy since January 2019, and Deputy Prime Minister since August 2022. Balluku graduated from the Executive Program "Economic Development" from Harvard Kennedy School, as well as with an honorary degree from IATA (International Air Transport Association) for Air Navigation Services Management. 

Albana Koçiu – Ministry of Internal Affairs (She was in charge of the Ministry of Health, replaces Ervin Hoxha)

Koçiu has held the position of Minister of Health and Social Protection of Albania. Prior to this position, Koçiu held the position of Director of the Department of Public Administration since 2013. Koçiu completed her studies at the Faculty of Social Sciences, University of Tirana, specializing with a Master of Science on monitoring the social services system in Albania.

Elisa Spiropali - Ministry for Europe and Foreign Affairs (Leaves the leadership of the Assembly and replaces Igli Hasani)

Elisa Spiropali held the office of Speaker of the Parliament of the Republic of Albania since July 30, 2024. Spiropali graduated in 2005 with a double major in Politics and Economics from Mount Holyoke College in Massachusetts, United States.

Petrit Malaj - Ministry of Finance (Reconfirmed in office)

Since July 2024, Malaj has held the position of Minister of Finance. Prior to this position, from January 2024, Petrit Malaj served as Executive Director of the National Agency for Natural Resources.

Blendi Gonxhja - Ministry of Culture, Tourism and Sports (He comes from MEKI and succeeds Mirela Kumbaron who headed Tourism). Since January 2024, he has held the position of Minister of Economy, Culture and Innovation. Prior to this position, from November 2018, Blendi Gonxhja headed the General Directorate of Road Transport Services.

Sofjan Jaupaj - Ministry of Environment (Held the position of Deputy Minister of Environment)

Jaupaj graduated in Law in 2013 from the Faculty of Law of the University of Tirana.

In the last 10 years he has held various positions in the public sector in Albania as Director of the Cabinet of the Chief Negotiator for EU Integration of Albania, Director of Integration and Senior Coordinator for EU priority legal norms at the Prime Minister's Office and the Ministry of Culture and currently in the last 3 years he has been appointed Director General at the Ministry of Tourism and Environment.

Mirela Kumbaro - Ministria e Arsimit (Vjen nga drejtimi i Ministrisë së Turizmit)

Kumbaro mban titullin Profesore e Asociuar, të fituar në vitin 2012 në Universitetin e Tiranës, në fushën e gjuhësisë. Në vitin 2013, u emëroua Ministre e Kulturës, post që e mbajti për më shumë se 5 vjet, duke u emëruar sërish ministre e Kulturës në vitin 2017 në mandatin e dytë të qeverisë Rama dhe duke u bërë kështu ministrja më jetëgjatë e Ramës.

Evis Sala - Ministria e Shëndetësisë dhe Mirëqenies Sociale (Vjen nga Italia)

Sala drejton Qendrën për Imazheri Diagnostike dhe Radioterapi Onkologjike në Poliklinikën “Gemelli” . Ajo është pedagoge në institucionet e arsimit të lartë, ku kontribuon me përvojën e saj akademike dhe kërkimore për brezin e ri të profesionistëve të shëndetit.

Delina Ibrahimaj - Ministria e Ekonomisë dhe Inovacionit (Vjen nga Ministria e Shtetit për Sipërmarrjen dhe Klimën e Biznesit)

Ka studiuar në Itali në Universitetin e Romës Tor Vergata dhe Universitetin Luigi Bocconi për Financë dhe Menaxhim Ekonomik. Që prej muajit shtator 2023, ka mbajtur postin e Ministres së Shtetit për Sipërmarrjen dhe Klimën e Biznesit. Përpara kësaj detyre, Ibrahimaj ka shërbyer si Ministre e Financave dhe Ekonomisë.

Besfort Lamallari - Ministria e Drejtësisë (Pason Ulsi Manjën. Ky i fundit do të drejtojë komisionin parlamentar të Ligjeve)

Mban detyrën si Zëvendësministër i Brendshëm që nga 9 Tetori 2017. Ka përfunduar studimet universitare për Drejtësi në Universitetin e Tiranës, në vitin 2009.

Ai ka përfaqësuar Kabinetin e Ministrit të Brendshëm në takimet dhe komunikimet me UNODC, Europol, Qendrën Europiane për Monitorimin e Drogave dhe Narkomanisë (EMCDDA), FRONTEX dhe Kolegjin e Policisë Europiane (CEPOL).

Pirro Vengu - Ministria e Mbrojtjes (Rikonfirmohet në detyrë)

Prej korrikut 2024, mban funksionin e ministrit të Mbrojtjes së Republikës së

Përpara se të merrte këtë detyrë, z. Vengu ka mbajtur postin e drejtorit të Përgjithshëm Ekzekutiv të Autoritetit Portual Durrës, duke nisur nga 2019.

Në periudhën 2017 deri në 2019 ai ka ushtruar funksionin e drejtorit të Antikorrupsionit, në Kryeministri. Ndërsa nga 2013 deri në 2017, z. Vengu ka qenë shef në Kabinetin e Ministrit të Jashtëm.

Andis Salla – Ministria e Bujqësisë dhe Zhvillimit Rural (Kryebashkiaku aktual i Cërrikut)

Ka kryer studimet e larta për drejtësi në Fakultetin e Drejtësisë në Universitetin e Tiranës.

Është kualifikuar në vitin 2014 si avokat pranë Dhomës Kombëtare të Avokatisë dhe ka një sërë eksperiencash pune si jurist dhe me vonë si Drejtor i IEVP në Elbasan.

Ervin Demo – Ministri i Shtetit për Pushtetin Vendor (Pason Arbjan Maznikun)

Ka kryer studimet e larta për Administrim Biznesi në Universitetin e “Ëestminster” në Londër. Deputet i zgjedhur në qarkun e Beratit në zgjedhjet parlamentare të 2025. Ai ka qene më parë dhe kryetar i Bashkisë Berat për dy mandate radhazi.

Majlinda Dhuka –  Ministre e Shtetit dhe Kryenegociatorja e Shqipërisë (Rikonfirmohet në detyrë)

Dhuka graduated from the Faculty of Law of the University of Tirana, where she also received the title "Master" in European Studies. She has served as Minister of State and Chief Negotiator of Albania in the process of integration into the European Union. She was appointed to this position on July 25, 2022.

Adea Pirdeni - Minister of State for Anti-Corruption (Reconfirmed in office)

Since January 2024, he has held the position of Minister of State for Public Administration and Anti-Corruption.

Prior to this, from September 2020, she held the position of Deputy Minister of Justice, and Negotiator for Chapter 23 “Judiciary and Fundamental Rights”, as part of the Negotiating Team for Albania’s EU accession. As Deputy Minister, her portfolio included the strategic framework in the field of justice and anti-corruption.

Toni Gogu - Ministry for Parliamentary Relations (Replaces Taulant Balla)

Toni Gogu is a lawyer and previously held the position of Deputy Minister of Justice and in the 10th legislature of the Parliament of Albania as a deputy for the Tirana district.

Gogu has extensive experience in public administration and in drafting legal policies related to transparency, conflict of interest and good governance./ CNA
