On the eve of the May 11 elections, DP leader Sali Berisha has presented his program as it pertains to infrastructure as a whole.

Berisha stated that 12 billion euros were allocated for infrastructure and the investments do not even reach the value of 1 billion.

"The truth is that during these 12 years, a total of over 12 billion euros have been invested in infrastructure according to the budget by Edi Rama and his governments. But, if there is a black hole in the disappearance of these funds, it is precisely the roads and infrastructure projects.

If we stop for a moment to consider what has been built with the 12 billion euros spent, budget funds, they never reach, never reach the real value of 1 billion euros. But the prices of these works and objects have increased tenfold. Sometimes they have increased sixfold, 12-fold, 13-fold in the most inconceivable way.

This has meant that in 12 years of governance, the visibility of public works built is extremely limited, while the expenses are colossal. I don't believe there is any other country in the world where public funds have disappeared, where public funds have been devoured as has happened in Albania with these 12 billion euros of investments that are not visible.

If we take the Arbri Road, from 160 million, estimated by international standards and an international company, at a time when 32 kilometers of it have been built, it has gone up to 415 million and it is not known how much more it will go.

If we take the Tirana Ring Road, the last 19 kilometers of it, of which 8 kilometers were built during the DP government with works of art because they were very connected, today they have been divided into 14 lots with 14 contracts. They are a dilettantism. The entrances and exits are absolutely defective. They are unstudied. And unfortunately this ring road, instead of freeing up traffic, its effect is almost not felt at all. And that its construction has continued for 15 years.

"There are a series of other roads that remain. The Qukës-Qafë Plloçë road was planned for 75 million dollars, so far 215 million have been spent and it is not known when it will be finished. It is the only road in Europe and in the world where the segments do not meet each other not in one case, but in two positions," he said.

One of Berisha's promises was that with the DP coming to power, citizens would be supplied with water at symbolic prices, moving towards free supply like in Austria.
