Completely worn roads, taps without water, urban waste thrown everywhere, and above all, owners without title certificates or owners who risk being left without property.
This is the panorama that Lapraka offers you today, one of the largest areas of Tirana, but which seems to have known little or no investment during these years, from the Municipality.
Exactly, this situation, of the neglect of an area with a population of thousands of inhabitants, was the focus of the meetings that the opposition candidate, Belind Kelliçi, held with the residents of Laprak.
Initially, residents raised concerns about the railway project, which risks splitting them in two, severing relationships between the community and families.
"It finally divides the part of the buildings with the part of the residents. And this wall separating them, keeps them away from services. The request of the residents of this area, to be connected to the city on the other side, is two or three overpasses depending on the need they have", said a resident, as well as the candidate for the municipal councilor of Tirana Bled Marku.
Exactly to Bled Mark's request, Belind Kelliçi answered that it will become a reality after May 14.
"My word is that that project will become a reality after May 14. The overpasses that are so necessary in this area, which are required to connect both areas together, do not cost anything in a budget of 246 million euros that the municipality of Tirana has," said Kelliçi.
As he traveled through some damp, unpaved and completely neglected roads, Belind Kelliçi denounced the infrastructure situation in Laprakë in front of dozens of citizens and television cameras.
Kelliçi asked for the support of the citizens, stating that Erion Veliaj has the fate of expiring for 12 days.
"Look here, see where the cars pass every day. Show where the cars pass, show this here! This was the request of the residents, who said: Belind gives us the opportunity to show the reality that we never see, neither in the media nor on social networks, anywhere. I am here to serve the citizens. The citizens of Tirana should no longer have differences. Neither right nor left, neither with a party nor without a party. We are all citizens of Tirana. Imagine a young mother with a baby carriage walking down this road. This road is in this condition now that it is dry, but when it rains? And when it rains, with boots, 2023. Erion Veliaj has 12 days to expire, 12 days!" said Belind Kelliçi.
As if the amortized roads, which translate into smog and financial costs for area residents and car drivers, are not enough, another problem in Laprakë is the lack of frequent cleaning of urban waste. In some areas of this neighborhood, Kelliçi denounced not only the bins full of waste, but also those thrown next to them, because according to the residents, they are not cleaned.
"With their own hands, Veliaj and the Prime Minister have signed 430 million euros for the cleaning of Tirana, look where it is! See, we are in Laprak. We are 3 kilometers from the center of Tirana, from the heart, from "Skënderbej Square". Children spend here, do your children spend here, grandchildren?! They pass here every day. Every day", said Kelliçi, emphasizing the fact that cleaning is one of the reasons for the incinerator affair, which today costs millions of euros to taxpayers.
In such a situation, residents do not hesitate to express their dissatisfaction with Erion Veliaj, giving support to Belind Këlliç, whom they believe will bring change in Tirana.
"The fact speaks for itself, the situation where it is located, because it has been provided for the elderly, benches, facilities, but above all a playground for children, see it today?! You are supported, because the moment has come, knife to the marrow. Here, we are in the middle of the metropolis and we are not in the metropolis. I have been in this neighborhood for 29 years. No investment has come. The time has come to change that we are ashamed in the eyes of the world. It's been 25 years, put in the papers, the road is built, the road is built, inshallah you are taking it and everything is being done" - said some residents of Laprak.
The residents are convinced that the reason for the situation created in their area with the lack of investment from the municipality is the fact that they are considered sympathizers of the right. Even in this area, many citizens reported to Belind Kelliçi that they have not yet received the legalization of housing, suspecting that they have been discriminated against because of their political beliefs.
"No papers, no legalization, nothing, no one knows that you are alive. We do not know the reason why the legalization is not being done, where 95% of the area has received only us no. We hope and believe that it is not a political issue. An answer from Mr. Lame says, wait, we have a lot of files. We have a lot of flow and it is not your turn", said the residents.
For this situation, Belind Kelliçi said that the citizens are being held hostage in order to get their vote. But Kelliçi appealed to the citizens to vote for the change on May 14 and go to the polls, since only they and God and no one else are at the ballot box.
"I'm holding you hostage, I'm voting for you, people know that. At the ballot box, don't forget, you are also God, no one else can see you. Punish them for all this injustice they do to you. Let's punish them with votes for all this injustice they do to you. To hold you accountable, to appear before the law for how the citizens have stolen your money," said Këlliçi.
Even in Laprakë, Belind Këlliçi presented his program with 5 priorities: Free public transport; the underpass at "Skënderbej Square"; reduction of local taxes and fees; 500 green oases as well as construction of schools, nurseries and kindergartens. / CNA.al
