The Vice President of the DP, Oerd Bylykbashi, explained during a press conference the issue of closed lists in the agreement reached with the majority on the Electoral Reform.

Bylykbashi said that the opposition did not accept the proposal of the SP, but made a compromise and managed to protect the gender quota or bring new figures to the Parliament.

According to him, in the list of a party in Tirana, 12 mandates will be on the closed list and 36 mandates on the open list.

"For the quotient, SP presented a proposal reducing the quotient from 10,000 to 7,000. This was an amendment that did not address the CJC decision, therefore we rejected it. With the quotient of 10 thousand there were 3 candidates to break that quotient. Only 3. With the decrease to 7 thousand, three more will be added to them. So there would be 6 deputies elected by preferential vote. Clearly insufficient and unacceptable for the opposition. Based also on the proposals of small parties, who proposed solutions in the constitutional formula where 1/3 can be closed and 2/3 can be open, we asked for a solution in this constitutional space. What we achieved and was approved yesterday, despite the fact that it does not correspond to our request, is this formula approved in the Laws Committee. The compromise for this solution was based on the need to effectively guarantee the gender quota in the closed part. This without affecting the existing mechanism that the vacancies that are created during the mandate of the Assembly, when the gender demand quota has not been reached, will be replaced by the underrepresented gender. So what we have achieved as a solution is such that it has combined the constitutional obligation for gender representation, the constitutional obligation to open no less than 2/3 of the list. This is the constitution and a part that will be this part that we reached in the framework of the debate and request for consensus. What I want to say is that for public clarity the effective closing, the list that is guaranteed where the parties have the opportunity to defend the gender quota or bring new figures are enabled to be in the Parliament. This quota is 25%, or ¼. The example is simple, the list of an electoral subject in Tirana that has 36 mandates will be: 12 mandates in the closed list and 36 mandates in the open list, so the total of the party list is 48 mandates. This means that 12 secure mandates are ¼ of the list", said Bylykbashi./ CNA
