Today, the ceremony for the awarding of the Charter of Managerial Autonomy was held for 6 hospitals in the country: 'Queen Geraldine' Maternity Hospital, Koço Gliozheni Maternity Hospital, Korça Regional Hospital, Gjirokastër Regional Hospital and the University Trauma Hospital.

Meanwhile, Fier Memorial Hospital, after implementing managerial autonomy, is starting the second phase, that of implementing financial autonomy.

Prime Minister Edi Rama, present at this ceremony, during his speech thanked the Turkish Government for its cooperation and emphasized the importance of the managerial transformation of hospital structures and the impact of this new management model.

 "Hospital Autonomy is a leap from a centralized and bureaucratic system to a much more flexible and productive system, turning Fier Memorial Hospital into a center of excellence for hospital structures in the region," said Rama.

The Prime Minister emphasized that based on this autonomous system, staff will be evaluated based on the work performed and financial rewards will move from a horizontal distribution according to categories to a distribution based on results and performance achieved.

Rama stated that he will continue working to increase the level of interaction and expand international partnerships in the field of health, with the aim of building a health system that guarantees quality and not just quantity of services in the coming years of this decade.

"Our objective remains the creation of 17 centers of excellence by 2027," said Prime Minister Rama.

The Minister of Health and Social Protection, Albana Koçiu, in her speech, emphasized that by expanding the map of hospitals benefiting from the Charter of Managerial Autonomy, more standards, more quality of service and, above all, a modern vision of the functioning and management of our hospitals will be guaranteed.

"With the application of the system of managerial and financial autonomy, all these structures emerge from the rigid templates of an inherited decision-making model and begin to be administered by those who know their daily work better than anyone else, the doctors themselves," said Koçiu. 

 "Although as a process it has begun to become a reality over the last two years, autonomy is an inseparable part of the same vision that over 10 years extended universal coverage throughout the country, tripled the health budget, integrated 600 thousand uninsured people into the free health coverage scheme, increased the average salary of a doctor more than three times and tripled the average salary of nurses; opened hundreds of construction sites, completely transforming 53 hospitals and services, 10 of which were new constructions from scratch, as well as 400 health centers throughout the country, etc. The entire extraordinary transformational chain of the last decade, all the reforms undertaken were necessary to reach this day", said Koçiu.

Minister Koçiu stated that after 6 hospital structures, the Charter of Managerial Autonomy will be received by the 'Queen Geraldine' Maternity Hospital, the Koço Gliozheni Maternity Hospital, the Korça Regional Hospital, the Gjirokastër Regional Hospital and the University Trauma Hospital, bringing to 11 the number of hospital structures that will operate under the principles of managerial autonomy.

 "All these structures emerge from the rigid templates of an inherited model of centralization and top-down decision-making and begin to be administered by those who know their daily work better than anyone else, the doctors themselves," Koçiu underlined.

According to her, autonomy will be considered fully completed when the dual practice model is consolidated and when these poles of health excellence begin to generate additional income.

The reform of hospital autonomy focuses on caring for citizens who will benefit from expanding access to services and increasing the quality of service. Human resources in autonomous hospitals will enter a new journey in that of evaluating their performance based on measurement indicators. Other regional hospitals in Kukës, Dibër, Berat, Fier and QSR “Shefqet Ndroqi” are also entering the path of their preparation to meet the criteria, thus expanding the map of autonomous public hospitals. /CNA
