Former Deputy Prime Minister Arben Ahmetaj has confessed about the 3 incinerators, the one in Elbasan, Fier and Tirana.

Ahmetaj said that he knew Mirel Mërtir, described by SPAK as the "brain" of the incinerators.

"I have known Mirel Mërtir and I want to clarify that, when I knew Mirel Mërtir, he had started work and even to verify when he had started work in Fier, he or his group, or his company that did not I know from the juridical side how the entities could have been created.
