Uncertain celibacy: If the Assembly does not decide, immigrants cannot vote

The head of the CEC, Ilirian Celibashi, during the conference held today with journalists, focused on the changes to the Electoral Code.

He said that it is in the hands of the political parties, adding that the CEC has drawn up a list of points that they think need changes.

As for the immigrant vote, and whether it could be applied under the current code, he said it couldn't happen.

"I stand by the same reasoning. If the Assembly does not fill the legal gap according to the Constitution, voting from outside cannot take place. It is not the responsibility of the CEC, with this legal regulatory framework and the Constitution, to issue by-laws that can enable voting from abroad", said Celibashi./CNA
