CNA reveals other details that show how Mayor Erion Veliaj finances the NGOs of his wife Ajola Xoxa and her family members.

Today we are bringing you two NGOs, "MUZA" and "EVENTUS". Both of these NGOs were founded according to data from the SPAK investigative file by Ajola Xoxa's family members, her uncle Erald Simixhiu.

Let's take them one by one.

Details about the "MUZA" center.

The founder of the "MUZA" center is Erald Simixhiu, Ajola Xoxa's uncle, although there have been several changes in the management of this company.

The initial capital of the “MUZA” center was 10,000 lekë. The center is located on “Njazi Demi” street, “1 Maji” buildings, the same address as the “Eventus” center. This center deals with the promotion of art and culture.

The main contact address is on "Ibrahim Rugova" Street, Sky Tower, 10th floor.

According to the data, the "Muza" center has made a payment from the Municipality of Tirana in the amount of 1,620,248 lek, for a musical event "Baroques Meets Jazz", dated May 10, 2024, which was signed by Erion Veliaj.

Below you will see the table for the budget for financing and contracting of items financed by the Municipality of Tirana.

Below we are reflecting the expenses incurred by the "Muza" center with funds provided by the Municipality of Tirana and signed by Erion Veliaj.

It is also noted that this center has declared sales to the Municipality of Tirana as follows:

-May 10, 2024 invoice worth 2,177,748 lek

-May 20, 2024 this amount is recorded as negative, return-credit-cancellation by zeroing the previous invoice

-May 20, 2024, a positive invoice worth 2,042,748 lek is recorded

-On May 29, 2024, an invoice of 1,642,748 lek is registered

-On May 29, 2024, the second invoice of 2,042,748 lek is again recorded as negative, canceling the invoice dated May 20, 2024.

-In the end, the Municipality of Tirana was invoiced for 1,642,748 lek from the "Muza" center.

Analysis of purchase invoices of the "Muza" center by dates

“Arts Lab”

-On May 10, 2024, he issued two invoices to "Muza" with the values ??of 600,000 and 500,000

-The total invoices that "Muza" has received from "Arts Lab" is 1,100,000 lek.

Directorate of Government Services

-On May 10, 2024, an invoice worth 467,748 was issued.

-On May 20, 2024, the same entity canceled the invoice and issued a new invoice with the same amount of 467,748 lekë.

The museum was invoiced for a net total of 467,748 lek from this entity.

-Adela Kondakciu

Several invoices worth 20,000 were recorded in the time interval between March 12, 2024 and October 30, 2024.

In total, "Muza" has received 9 invoices of 20,000 lek, bringing the total to 180,000 lek.

“Partners Law” has issued an invoice, issued on May 17, 2024, for the amount of 120,420 lekë

On May 10, 2024, “PHOENIX +” LLC issued an invoice to “Muza” for 60,000 lek.

"Muza" received an invoice for 6,000 lek on April 29, 2024.

On May 10, 2024, the entity issued two invoices: 100,000 and 300,000.

On May 30, 2024, it sent two (negative) credit invoices that completely cancel the previous invoices: (300,000) and (100,000).

This brings the net total to 0, indicating that no active liability remains.

Based on the above, it is concluded that the "Muza" center, founded by citizen Erald Simixhiu, who is a relative of citizen Ajola Xoxa, but which is effectively controlled by the latter, has organized only one event throughout its entire activity.

The funds for this event were provided by the Municipality of Tirana and then distributed to citizen Linda Kazani (relative of citizen Ajola Xoxa) and to the commercial company "Arts Lab", legally owned by citizen Erald Simixhiu, but actually owned by citizen Ajola Xoxa.

Also, the invoices show that the "Muza" center has paid the company Partner Law, owned by citizen Ajola Xoxa, and payments have been made to citizen Adela Kondakçiu, who serves as an economist for companies and organizations related to citizen Ajola Xoxa.

It is also worth noting the fact that a tax invoice was initially issued for the entity "Ava Studio" (owned by citizen Valbona Xoxa), which was later canceled.

DATA for “Eventus”

From the administered acts, it appears that the family members of citizen Ajola Xoxa have created another non-profit center, where the founders are again citizens Emil Simixhiu, Erald Simixhiu, and Linda Kazani (respectively the son of the uncle, uncle, and wife of the uncle of citizen Ajola Xoxa), who have decided to establish a non-profit center named "Eventus".

The largest financier for the "Eventus" center is the Municipality of Tirana and Erion Veliaj, as well as the entity "Palushi" sh.pk, which Veliaj has awarded with several construction permits.

From the analysis of purchase declarations on the Central Portal for Control and Management (fiscalization), it results that the "Eventus" center has declared purchases totaling  10,212,909 lek.

As the data shows, it is concluded that the majority of the funds that this center has benefited from (mainly from the Municipality of Tirana) have been used to liquidate the services provided by the company "Ava Studio" sh.pk (owned by citizen Valbona Xoxa, but controlled by citizen Ajola Xoxa) and the company "Arts Lab" sh.pk (owned by citizen Erald Simixhiu, husband of the founder of this center, but de facto controlled by citizen Ajola Xoxa).

So, just like in the previous case, it turns out that Erion Veliaj signed and gave funds to NGOs founded by the family members of his wife Ajola Xoxa and his wife herself.

The Veliaj-Xoxa couple always make sure that the money that circulates goes back into their family circle and into their pockets.

These facts clearly show the corruption scheme used by the mayor, Erion Veliaj, who has provided funds to every NGO where his family members and his wife Ajola Xoxa appear./ CNA

Day after day, CNA has revealed details from the investigative file that the Special Prosecution Office has conducted on Erion Veliaj, Ajola Xoxa and her family members, on how they benefited from various corruption schemes, where through his firm, the mayor of Tirana transferred funds and money to the Non-Profit Organizations of his wife Ajola Xoxa.

Today, we will bring another sketch where Veliaj, Ajola Xoxa and the couple's family members appear on stage again.

According to the decision of the GJKKO provided by CNA, investigations have been conducted regarding an NGO, "Frobolous", whose founding members turn out to be citizens Frosina Bollo, SEKRE Xhesika Fazllija, Rudina Fazllija, Andrea Bollo, Luljeta Bollo, Eneida Hasko, Ariela Vardham, who have decided to establish a non-profit center named "Frobolous", located in Neighborhood No. 3, "Iliria" Square, EGT Tower, 3rd Floor, Durrës.

According to the data, the organization's mission is to treat and integrate women in need in the field of tailoring.

DETAILS FROM THE SCHEME

In relation to this organization, from the examination of the Treasury System (SIFQ, whose user is also the Municipality of Tirana), it has resulted that a payment in the amount of 2,970,000.00 lek was made to the NGO "Frobolous", Artistic-Cultural Project "Tirana's Fashion Night", dated November 11, 2023, according to the Expenditure Order dated 29.12.2023, no. 6369, signed by the Mayor of Tirana, Erion Veliaj.

According to the project's General Report, the total estimated value of the project is 6,946,845 lekë, supported by the remaining part from the "Harabel" Center (3,072,945 lekë) and Grace Models.

From the analysis of sales declarations on the Central Portal for Control and Management (fiscalization) it results that the entity "Frobolous" has declared sales to the Municipality of Tirana of 3,000,000 lek, First Investment Bank - Albania sha. 200,000 lek and Ari the Brand 51,850 lek.

What happens?

The NGO "Frobolous" has organized only one event throughout its entire activity.

The funds for this event were provided by the Municipality of Tirana and then all these funds were distributed to Ergys Krisikos' companies, suspected to be fictitious based on the acts and declarations of this citizen himself, to the company "Ava Studio" owned by Valbona Xoxa, but controlled by Ajola Xoxa, and NAN Gallery owned by the "Harabel" Center controlled by citizen Ajola Xoxa.

According to the data in the investigative file, it is worth noting that "Ava studio" sh.pk issued an invoice dated 24.11.2023 for 540,000 lek, with the description creative concept.

Ergys Krisiko issued the invoice dated 12.12.2023 at 15:06:37 in the amount of 540,000 lek, with the description: Creative concept.

From the administered acts, it results that for the "Creative Concept" service, the NGO "Frobolous" was invoiced twice in the same amount, with the same description, but on different dates.

Given that the NGO "Frobolous" has only organized one event during its activity, it is suspected that the invoice dated 23.11.2023, issued by "Ava Studio", was intentionally not deposited with the Municipality of Tirana, for not recording the payment made to this company, which is owned by citizen Valbona Xoxa, mother of citizen Ajola Xoxa. As a result, there are reasonable suspicions based on evidence that the invoice dated 12.12.2023 was also fictitiously issued by Ergys Krisiko.

This is just the scheme of one of the NGOs that was paid by the Municipality of Tirana and whose tentacles reach all the way to Ajola Xoxa and the connections with the company "Ava Studio", which is owned by the mother of the wife of the mayor Erion Veliaj, who has personally signed funds and payments for his own wife, for whom, according to the investigative file, he has stated that he has no knowledge of the activities of his wife Ajola Xoxa./ CNA

Day after day, CNA is uncovering details from the investigative file that shows the entire corruption scheme in which, according to the justice institution, Mayor Erion Veliaj and his wife Ajola Xoxa are involved.

The file explains the corruption and money laundering scheme carried out by Ajola Xoxa and Erion Veliaj.

The Mayor of Tirana, citizen Erion Veliaj, through his signature, has approved in any case the distribution of public funds to several commercial entities closely linked to him, funds that have subsequently ended up in several non-profit organizations, limited liability companies, natural persons controlled by his wife, citizen Ajola Xoxa, as well as individuals close to the latter, creating a suspicious and complicated network of transactions.

"Thus, the evidence collected up to this stage of the investigation exposes the existence of a well-thought-out mechanism, created and put into operation by the citizens under investigation with the aim of benefiting from public funds and personal enrichment through camouflaged and illegal actions. Regarding the practices followed by these citizens, as will be presented below, based on the evidence administered in the dossier, in at least 10 cases reasonable suspicion is created of the commission of acts of a corrupt nature by the local elected official, as well as the laundering of the proceeds of crime at the highest level of local government.

The Mayor of Tirana, citizen Erion Veliaj, through his signature, has approved in every case the distribution of public funds to several commercial entities closely linked to him, these funds that have subsequently ended up in several non-profit organizations, limited liability companies, natural persons controlled by his wife, citizen Ajola Xoxa, as well as individuals close to the latter, creating a suspicious and complicated network of transactions. According to the Special Prosecution, the collected evidence creates reasonable suspicion that the public funds emanating from the institution of the Tirana municipality, with the signature of the head, i) have passed directly to the latter's wife and her family circle; ii) have passed through sponsorships and free lending of real estate in expensive areas of the capital, from commercial entities, which in turn have benefited from public funds from the Municipality of Tirana, to the wife of the Mayor of Tirana, NGOs, LLCs and natural persons controlled by the latter; iii) have passed as real estate of considerable value, given as an irregular benefit by specific persons who own and administer commercial entities closely linked to the Municipality of Tirana through the benefit of public funds as well as construction permits, to the family of the Mayor of Tirana; iv) have been spent on large-value purchases by family members of the Mayor of Tirana, camouflaging these purchases through other persons. Each transfer of these public funds was carried out with the approval of the Mayor of Tirana, citizen Erion Veliaj", states the investigative file.

Among other things, according to the Special Prosecution Office, the facts and evidence presented to the court also create reasonable suspicion that in this specific case we are talking about an organized system of corruption and misuse of public funds, led by the mayor of Tirana and his wife Ajola Xoxa.

At the center of this corruption scheme and laundering of the proceeds of this crime, it turns out to be the mayor of Tirana, whose signature was decisive for the distribution of public funds, from which he and his close family members directly benefited in an irregular manner. From the preliminary investigations conducted up to this stage, the proceeding body has reached the conclusion that, in addition to the immovable properties acquired by the citizens under investigation Erion Veliaj and Ajola Xoxa (under the property regime of the legal community), the latter, through the companies "Partners Law" shpk, "Arts Lab" shpk, "Ava Studio" shpk, "Nan Gallery" shpk, "Byl-A" NGO, "Harabel" NGO, "Eventus" NGO and "Muza" NGO, which we will prove below are entirely controlled by the wife of the Mayor of Tirana, have generated income amounting to around 1-10,000,000 lek.

Also, from the investigations conducted up to this stage, according to the Special Prosecutor's Office against Corruption and Organized Crime, it has provided sufficient evidence to conclude that citizen Ajola Xoxa, herself or through other persons close to her, for a period of about 6 years, has made obline purchases consisting of personal clothing, dresses, blouses, bags, skirts, coats, cosmetic products, lipstick, earrings, etc., in the amount of 86,721,175 lekë", the investigative file states./ CNA

CNA has revealed details from the GjKKO decision regarding the investigations conducted against Mayor Erion Veliaj and his wife Ajola Xoxa.

In the decision, when questioned by prosecutors and BKH officers, Veliaj lied, saying that he had no knowledge of the activities of his wife Ajola Xoxa.

Meanwhile, in leaked communications, it seems quite clear that Erion Veliaj not only knew about his wife's activities, but also helped her.

CNA has revealed the decision of the Criminal Court regarding the investigations conducted against Erion Veliaj and his family members.

According to the decision, it is said that from the communications it was revealed that Ajola Xoxa's "Harabeli" was financed by the company ONE, which sponsored it and benefited from public funds from the Municipality of Tirana. On the other hand, this company is a client, i.e. it pays for marketing services of the company "Gogel" sh.pk, owned by citizen Arbër Veliaj, brother of the Mayor of Tirana, Erion Veliaj.

"From the communications it also results that 'Harabel' is financed by the telecommunications company 'ONE', which benefits from public funds from the Municipality of Tirana. On the other hand, this company is a client, so it pays for marketing services to the company 'Gogel' sh.pk, owned by citizen Arbër Veliaj, brother of the Mayor of Tirana, Erion Veliaj. This fact is also evidenced on the communications page, while citizen Ketrina Braho tells Adela that they can invoice 'ONE' for 5,000 euros from 'Harabel' and that they (ONE) have made a note on the invoice as they wish. But also the company 'ALBTELEKOM', which turns out to have merged with 'ONE', is evidenced on page 971 that it has signed with the NGO 'BYL-A'. For this, citizen Adela Kondakçiu initially requests the NIPT of 'Albtelekom' and then specifies it by saying that she needs the one of 'ONE Telecommunications'.

The contract with 'Harabel', according to the photo exchanged between the interlocutors, turns out to have been concluded on 27.10.2022 and has as its object: Sponsorship, the provision of a financial contribution to the Beneficiary of the Sponsorship, by the company 'One Telecommunications', to support this non-profit organization. On page 977, citizen Ketrina Braho specifies that the sponsorship from 'ONE telecommunications' is made for 'Harabel', while that for 'BYL-A' is made by Albtelekom, adding that they should only proceed with the invoice of 5,000 euros from ONE to 'Harabel', while they will notify them (Albtelekom) for the other payment. On page 983, Ketrina informs Adela that they can now also expect Albtelekom's invoice from 'BYL-A', expressing joy at this news. Asked by Adela if they (the company) have said anything about a description, Ketrina replies, no, they did not tell me a description. "It is clear from this that the money is being given, but it is not even understood why it is being given, as long as the employees themselves involved in the details of the daily life of these organizations have no idea how to make the description on the invoice," the decision published by CNA states./ CNA
