Kreu i Bashkisë së Malësisë së Madhe, Tonin Marinaj, akuzohet nga Prokuroria e Firences si drejtues i një organizate kriminale të trafikut ndërkombëtar të drogës. CNA ka siguruar dosjen hetimore të Prokurorisë së Firences të vitit 2016, ku prokurori Giulio Monferini e akuzon Marinajn se ka themeluar, nxitur dhe drejtuar një organizatë me përmasa ndërkombëtare, me bazë kryesisht në Toskana, Venecia, Udine dhe në Shqipëri për trafik të marijuanës. Ndërkohë, CNA ka zbardhur me detaje se si funksiononte banda kriminale dhe personat e përfshirë në trafikun e lëndëve narkotike. Hetimet në shtetin italian, Tonin Marinaj nuk i ka deklaruar në formularin e vetëdeklarimit. Marinaj ka mashtruar në dy formularët e vetëdeklarimit, për zgjedhjet vendore të 2019 dhe 2023, ku ka thënë se nuk ka qenë asnjëherë në hetim nga ndonjë autoritet i huaj. Në lidhje me këtë çështje CNA i është drejtuar zyrtarisht KQZ-së se si po vijohet me këto verifikime dhe se a ka pasur dijeni për hetimet ndaj kryebashkiakut. Më 2 shtator, Komisioni Qendror i Zgjedhjeve në përgjigjen zyrtare për CNA sqaron se ky institucion më 11 korrik ka vendosur kryerjen e verifikimit të thelluar për Tonin Marinajn dhe dërgimin e të dhënave përkatëse Prokurorisë së Përgjithshme për vlerësim të mëtejshëm. KQZ nënvizon më tej se Prokuroria e Përgjithshme në lidhje me këtë subjekt nuk ka dërguar ende vendimin për miratimin e rezultateve të verifikimit.

In relation to this issue, CNA officially addressed the CEC on August 20 to obtain information on whether or not this institution has started the verification procedures for the socialist mayor Tonin Marinaj.
On September 2, the Central Election Commission, in its official response to CNA, clarified that on July 11, this institution decided to conduct an in-depth verification of Toni Marinaj and send the relevant data to the General Prosecutor's Office for further evaluation.
The CEC further underlines that the General Prosecutor's Office in relation to this subject has not yet sent the decision on the approval of the verification results.
"Regarding the information requested for Mr. Tonin Marinaj, we inform you that the information we have was sent through the postal service on 02.09.2024. We inform you that the letter has the following content: In response to your letter protocol no. 2487, dated 20.08.2024, with the subject "Request for the verification procedure of Mr. Tonin Marinaj", we inform you that the State Election Commissioner with decision no , dated 11.7.2024, has decided to conduct an in-depth verification of the self-declaring entity Mr. Tonin Zef Marinaj, Mayor of Malësi e Madhe Municipality, proposed by the electoral entity "Socialist Party of Albania" and to send the relevant data to the General Prosecutor's Office , for further assessment. The General Prosecutor's Office has not yet sent the decision on the approval of the verification results in relation to this subject", says the CEC's response.

In the voluminous file with dozens of pages, provided by CNA, prosecutor Giulio Monferini, during the investigations carried out on March 29, 2016, brought charges against 8 people for a criminal organization with international dimensions for trafficking in narcotics, marijuana.
Among the persons under investigation is Tonin Marinaj, while the others are: Gamuzza Stefania, Rini Marku, Frederik Marku, Ferdinand Paja, Bruno Nika, Saimir Hamazi and Bep Gjoni.

Nga hetimet e prokurorisë italiane, në dokumentin e datës 22 janar 2016, e cila është një përmbledhje prej 18 faqesh, rezultoi se në 6 qershor të vitit 2010 kjo bandë ka trafikuar 11 kilogramë marijuanë. Sipas prokurorëve, droga pasi ka mbërritur në Itali i është dorëzuar Frederik Markut, i cili më pas do t'ua shiste palëve të treta.
Ndërkohë gjatë hetimeve disavjeçare Tonin Marinaj akuzohet se ka siguruar importimin në territorin italian dhe shpërndarjen e drogës te bashkëpunëtorët Fredinand Paja, Rini Marku, Frederik Marku dhe Ingrit Livadhi, të rreth 50 kilogramëve marijuanë. Dyshohet se sasia e drogës është transportuar në 29 maj të 2010.
Sipas Prokurorisë së Firences sasitë e drogës nuk kanë qenë të pakta. Ky grup kriminal me në krye Tonin Marinajn akuzohet se ka trafikuar në 14 qershor të 2010, 75 kilogramë marijuanë drejt Italisë.
Më 26 gusht, CNA publikoi lajmin e radhës nga dosja hetimore, ku sipas prokurorëve të Firences, kryebashkiaku socialist u fotografua në Firence me anëtarë të tjerë të bandës.(lexo këtu)
Sipas prokurorisë italiane, më 17 korrik të vitit 2010, Marinaj shkoi në Firence për të kërkuar mbështetje logjistike nga Lodovick Gjokaj, menaxher i një lokali në tregun "San Lorenzo". Autoritetet e akuzojnë Marinajn se shkoi në Firence edhe për shkak të menaxhimit të një ngarkese marijuane si dhe për të grumbulluar paratë nga shitja e disa sasive drogë.
Në dosjen hetimore nënvizohet gjithashtu se më 17 korrik 2010, një person shkoi në Firence për të marrë Tonin Marinajn në dalje të autostradës "Firenze Nord". Sipas organit të akuzës, këto detaje kanë dalë nga përgjimet e numrit të telefonit të Eduard Gjokës.
Më 27 gusht, CNA zbardhi përgjimet nga dosja hetimore, ku sipas hetuesve përfshihet edhe Tonin Marinaj. (lexo këtu)
Në dosjen që Prokuroria e Firences ka dorëzuar në gjykatë, në një fashikull me 33 faqe, sipas hetuesve, Tonin Marinaj është kapur në përgjime me një tjetër bashkëpuntor për trafikun e drogës, Fred Hysajn. Përgjimet i përkasin muajit korrik të vitit 2010. Gjatë përgjimeve përmendet edhe Ferdinad Paja. Ky i fundit, sipas Prokurorisë së Firences në grupin kriminal që drejtonte Marinaj, kishte rolin e shpërndarësit të drogës me shumicë dhe pakicë.
Prokurorët kanë arritur në përfundimin se Hysaj ka vepruar si ndërmjetës mes Fredinand Pajës me Tonin Marinajn. Biseda mes tyre është zhvilluar për një ngarkesë droge, që gjatë komunikimeve është përdorur fjala "ndërtesë" në vend të fjalës "drogë". Bisedat mes tyre zhvillohen për pagesat që duhet të kryhen.
Më 29 gusht, CNA publikoi shkrimin e radhës, ku në një fashikull të dosjes hetimore, specifikohet me detaje trafikimi i një sasie prej 50 kilogramësh marijuanë nga Shqipëria në Itali dhe më pas shpërndarja në treg, që sipas hetuesve italianë është kryer gjatë periudhës qershor-korrik 2010. Përveç personave të përmendur më sipër, sipas prokurorisë së Firences, në trafikun e lëndës narkotike (50 kilogramë marijuanë) janë përfshirë edhe personat e tjerë, Danjel Cardaku, Indrit Livadhi, Silvia Piemonte, Arenco Pogu, Alban Giuseppe, Stefania Gamuzza.
Prokuroria thekson se transportimi i lëndës narkotike është kryer paraprakisht në Shqipëri nga treshja Tonin Marinaj, Danjel Vardeku dhe Rini Marku, të cilët mbanin veçmas kontakte ndërmjet palëve që blinin dhe shisnin marijuanën.
Në dosje është edhe fotografia, edhe një sasi droge e sekuestruar, e vendosur në disa çanta. Ndërkohë autoritetet italiane bëjnë me dije se arrestuan 4 persona mes të cilëve dhe Rini Markun.
Më 30 gusht, CNA risolli formularët e vetëdeklarimit të kryebashkiakut socialist për zgjedhjet vendore të 2019 dhe atë të 2023. Kreu i Bashkisë së Malësisë së Madhe, Tonin Marinaj, ka mashtruar dy herë Komisionin Qendror të Zgjedhjeve sa i përket formularit të vetëdeklarimit. (lexo këtu)
Prokuroria e Firences ka ngritur akuzë ndaj Marinajt në mars të 2016 dhe dosjen hetimore e ka dorëzuar në Gjykatën e Firences. 3 vite më vonë, Marinaj për zgjedhjet vendore të 30 qershorit të 2019, nuk ka pranuar në formularin e vetëdeklarimit që ka qenë nën hetim apo gjykim nga një autoritet i huaj për ndonjë vepër penale.
Po kështu, në formularin e vetëdeklarimit të bërë më 24 mars 2023, kryebashkiaku socialist ka mohuar se ka qenë nën hetim apo gjykim nga një autoritet i huaj për ndonjë vepër penale. Duke mohuar kështu hetimet e prokurorisë italiane.

Sipas Prokurorisë së Firences, Tonin Marinaj ka qenë kreu dhe themeluesi i organizatës kriminale, i cili kishte në terren nëngrupet e bandës që drejtoheshin nga Bruno Nika, Arenco Pogu, Silvia Piemonte. Këta të fundit kishin si detyrë ruajtjen e lëndës narkotike dhe shpërdarjen te korrierët.
Tre personat e fundit kujdeseshin edhe për familjarët e anëtarëve të grupit, në rast se këta të fundit do të arrestoheshin nga policia. Ata siguronin edhe armët e zjarrit, komunikimet midis grupit, si dhe kodet që përdornin gjatë bisedave.

Rini Marku, së bashku me vëllain e tij, Frederik Marku, dhe Ferdinand Pajën, drejtonin shpërndarjen e drogës me shumicë dhe pakicë në shtetin italian.
Bruno Nika, në rolin e korrierit, transportonte lëndën narkotike nga Firence në Venecia. Ai drejtonte gjithë rrjetin deri te nëngrupet që e blinin atë.
Stefania Gamuzza - bashkë me një tjetër person, Danjel Cardakun, kishin për të ruajtur lëndën narkotike dhe detyrën për shpërndarjen e lëndës narkotike te blerës të ndryshëm.
Fred Hysaj - Nga hetimet e prokurorisë italiane ka rezultuar se Frederik Marku ka organizuar dhe drejtuar importimin në territorin italian dhe shpërndarjen e drogës te Ferdinand Paja, Rini Marku dhe Fred Hysaj, të sasisë prej 75 kilogramë marijuane. Droga ishte pjesë e një sasie të madhe të depozituar në Firence nëpërmjet çiftit Cardaku-Gamuzza.
Ardian Paja - Sipas hetuesve, Frederik Marku ka drejtuar importimin në territorin italian dhe shpërndarjen te Rini Marku, Ardian Paja të 42 kilogramëve marijuanë, pjesë e një sasie të madhe të depozituar në Firence, jo më pak se 338 kilogramë, 100 kilogramë u gjetën në rrugën "Benini" në Firence.
Spartak Hamzai dhe Slawomir Wlas - Këta të dy përmenden në dosjen hetimore si korrierë të lëndës narkotike.
Danjel Cardaku, Indrit Livadhi, Silvia Piemonte, Arenco Pagu, Alban Giuseppe dhe Stefania Gamuzza - Në një fashikull të dosjes hetimore, këta persona së bashku me Tonin Marinajn akuzohen për trafikimin e 50 kilogramëve marijuanë.

Bruno Nika, in the role of courier, transported the narcotics from Florence to Venice. He ran the entire network down to the groups that bought it.
Stefania Gamuzza - together with another person, Danjel Cardaku, had to store the narcotic substance and the task of distributing the narcotic substance to different buyers.

Në veçanti, çifti Marinaj-Marku, përfaqësues të grupit venecian, mbajtën kontakte me Indrit Livadhin, Silvia Piemonte, Frederik Markun, Fredinand Pajën dhe Arenco Pagu, të cilët janë ata që në fuksione të ndryshme janë kujdesur për lëndën narkotike me qëllim për ta shitur. Lënda narkotike prej 50 kilogramë ndodhej në shtëpinë e çiftit Pagu-Piemonte. Ndërsa Cardaku dhe Alban Giuseppe ishin përgjegjës për mbajtjen e kontakteve me Stefania Gamuzza, kujdestare e dërgesës së marijuanës në Firence, për të drejtuar shitjet që i njëjti kryente për llogari të tij", thuhet në dosjen hetimore të Prokurorisë së Firences.
Gjergj Ndrejaj-Sipas prokurorëve është kapur në përgjime me Rini Markun për ngarkesat me drogë. Ai përshkruhet nga hetuesit si kreu i një organizate kriminale, i përbërë kryesisht nga persona të lidhur me të nga farefisnia dhe banues jashtë vendit, të dedikuar për importimin e sasive të mëdha kokaine direkt nga Spanja dhe Holanda. Hetuesit theksojnë se bashkëpunonte me anëtarë të bandës së Marinajt.

CNA do të viojë të publikojë detaje nga dosja hetimore për kryebashkiakun socialist. Gjithçka nisi pas një denoncimi të bërë nga Partia Demokratike, e cila i kërkoi Prokurorisë së Përgjithshme që të verifikojë sipas ligjit të dekriminalizimit kryetarin e Bashkisë së Malësisë së Madhe, Tonin Marinaj. Pas kërkesës së PD-së nisi lëvizjet edhe Komisioni Qendror i Zgjedhjeve, i cili më 11 korrik vendosi të nisë verifikimin e thelluar për kryebashkiakun socialist. Në lidhje me këtë çështje CNA i është drejtuar zyrtarisht KQZ-së se si po vijohet me këto verifikime dhe se a ka pasur dijeni për hetimet ndaj kryebashkiakut.

Theksojmë se edhe pas këtyre hetimeve, Tonin Marinaj ka deklaruar në formularin e vetëdeklarimit të bërë më 24 mars 2023, se nuk ka qenë asnjëherë nën hetim apo gjykim nga një autoritet i huaj për ndonjë vepër penale.
