The SPAK prosecutor, Edvin Kondili, who is widely known as a supporter of the majority, a man with socialist convictions and strong ties to the government, a few days ago gave all the evidence by not properly conducting the investigations regarding the former - the Minister of Health, Ilir Beqaj.

Someone calls it a lynching, someone else says that the prosecutor did his job and did not find the right evidence, but let's look at the two cases, both for ministers, people and close associates of Edi Rama.

SPAK demands the arrest of Arben Ahmetaj, Ilir Beqaj free!

Arben Ahmetaj, the former deputy prime minister, is suspected of having ties to the incinerator affair.

A faction file is opened after the investigation for Elbasan. Arben Ahmetaj's connections with the incinerators are not found in official documents, i.e. legally, but SPAK investigates the property.

Prosecutor Altin Dumani investigates the past, finds the properties, there are claims by SPAK that they stemmed from the relationship with the incinerators, they find plane tickets, hotels, flights, relationships between each other, but no official documents. Arben Ahmetaj did not officially sign any letter for the incinerators.

The request is taken to the court, it is requested to remove his immunity and an arrest warrant is requested for Arbe Ahmetaj.

This did not happen with the former Minister of Health Ilir Beqajn who was investigated by Edvin Kondili.

So, unlike Arben Ahmetaj, Ilir Beqaj has signed the concession contract or PPP of sterilization himself. It's that signature.

He was her supporter, her promoter, he was caught with plane tickets, he is known as a high school friend, he gave him support, he gave him public support in addition to dropping his signature, but Ilir Beqaj's wealth and past are not investigated.

Why? Why Edvin Kondili does not follow Altin Duman's standard?

There can be no justice with two standards, one of the mother and one of the stepmother.

Edvin Kondili was strongly supported by Rilindja and the majority to become the head of SPAK and lost after the US ambassador herself and the diplomatic institutions took strong positions in support of Altin Duman to prevent Rilindja from electing the head of SPAK and Duman's rival for the head of SPAK was Edvin Kondili.

Why doesn't Edvin Kondili do his job properly? You don't properly investigate Ilir Beqaj? Has it benefited or not? Does it justify or not the assets as happened in the case of Arben Ahmetaj or as is happening with Lefter Koka and others?

What prevents Edvin Kondil? Or maybe his entry into the prime minister's building last year in January, something has changed? Who he met, no one can say, but the entrance is a fact.

Has this influenced Kondili not to act and not to properly implement the duty and the law regarding the citizen Ilir Beqaj, the former Minister of Health? Because the precedent Beqaj, complete denial and complete failure to complete the procedure, creates a very dangerous precedent for other ministers and other officials in the investigation.

It cannot be the SPAK with two standards, one of Edvin Kondili of Rilindja who enters the prime minister's building and the other of Altin Duman and many former prosecutors who go to the end of the investigation.

Ilir Beqaj signed the concession contracts himself, Ilir Beqaj supported the sterilization concession which is being called a corrupt affair and Ilir Beqaj is free.

Justice must speak with facts and evidence and not by closing files and saving the real ones responsible for corruption./ CNA

The former Minister of Health, Mr. Ilir Beqaj, has publicly shown his views regarding the sterilization concession, a 100 million euro affair strongly denounced by the media and the opposition.

Finally, SPAK reacted by arresting the winner of the concession and the Deputy Minister of Health.

Beqaj, in his reaction, which seems more like a note to calm the troubled soul of Mero Baze with his editorials already out of ink, that even Filip Çakuli no longer reads, has not told us anything.

Beqaj wants to tell us how good the sterilization concession is, what has benefited from this concession, the people who stay fewer days in the hospital and the doctors who speak and appreciate it.

CNA has made several articles, reactions, regarding the sterilization affair, where the cost and service should be divided and the found friends of Ilir Beqaj who won the concession. 

So, the sterilization service is an indispensable need for Albanian hospitals.

The sterilization service is a necessity for all patients and especially the medical staff to avoid post-operative stress, i.e. the infections that are caused, and no one disputes that sterilization is a good thing that serves both the patient and the doctor, but what Ilir What Beqaj has not told us is why his found friend should receive the concession and, secondly, why it should have that value.

So, we can remind Mr. Ilir Beqaj that there are official documents of the ministries, colleagues, of Mr. Beqaj regarding the ceilings that the concession should spend.

We can remind Mr. Beqaj that countries around Albania, we are bringing Macedonia, have made the same concession, but they have it at a lower cost and they have three or four different levels of sets, that is, instruments, that they use with prices and with differences much lower than Albania.

We remind Mr. Beqaj or any other passionate in his defense that the concession and its value should not be confused with service.

Edvin Kondili tries to exonerate Ilir Beqaj

The costs, Beqaj's friends, the beneficiaries, are those who have received millions of euros from the state budget, with inflated values ??far from the reality of the market, and finally that Ilir Beqaj and others, who want to support him to save him, including here and the renaissance prosecutor in SPAK who feels he is being lynched, Ervin Kondili, we can emphasize that the investigation against the former Minister of Health has not been completed.

Kondili tried to close the file and exonerate Beqaj because even though he found trips and relationships between the winner and Mr. Beqaj, it was not investigated at all whether or not Beqaj benefited from this concession.

Is there complete corruption in the licensing of sterilization?

Without entering into the debate, should the state do it itself and did it have the capacities, as it results from the investigations where Beqaj's current colleague, Ogerta Manastirliu, has requested the implementation of sterilization at QSUT.

The incomplete investigation for Ilir Beqaj

A full investigation has not been carried out for Ilir Beqaj. Neither he nor Edvin Kondili can deny this.

Beqaj's colleague, former minister Arben Ahmetaj, is wanted for travel, connection with Mirel Mërtir and Klodian Zoto, for suspicions about the properties benefited from the relationship between them, as SPAK demands a prison sentence, while for Ilir Beqaj it is not investigation carried out.

Are there villas in Ilir Beqaj? How has his wealth moved? Has Ilir Beqaj benefited from the relationship with Ilir Rrapaj and the sterilization concession and other concessions? Did the former Minister of Health have corrupt benefits?

This should be clarified by Edvin Kondili and this should be shown to all Albanians and for SPAK to have a standard and a truth so that Ilir Beqaj does not lie to Albanians by confusing the sterilization concession with the values ??it costs and with the possible benefits of the former - to the Minister of Health, which in such cases is called corruption./ CNA

Prime Minister Edi Rama reacted today regarding the work of SPAK during the month of August, which, according to him, is to be welcomed.

CNA has warned some time ago that August will be quite hot and the pears eaten behind the prime minister's back will be scalding for many former ministers and his former colleagues.

SPAK continues its investigations regarding some ministers and some concessions.

It is not only the incinerators, where everything was tried to be closed and Tirana never opened, but from the investigations and beyond the accusations against the former deputy prime minister Arben Ahmetaj, it is expected that there will be other feats and tragedies of the government that will be revealed in the light of the investigation .

So far they have taken a clear direction and are giving indisputable results.

After the incinerators was sterilization.

In fact, the issue of "check up" is also being investigated. Another important minister of the Rama government, Olta Xhaçka, is being investigated for her legal problems during the time she was Minister of Defense.

It is about three moments, the naval forces in Saranda, its base in Shengjin, as well as a helicopter flight during the 2019 election campaign.

Ex-minister Anila Denaj, ex-minister Ilir Beqaj, ex-minister Shkëlqim Cani, that is, some ex-ministers, but also other ministers in office, are under investigation by SPAK.

There are numerous files, reports, some made by the opposition, but they are taking a path. While yesterday, the Albanians learned that some arrests were made by SPAK, but the ministers who had signed the concession were released and nothing was requested of them.

It was the judge who pushed SPAK prosecutor Edvin Kondili to deepen the investigations for Ilir Beqaj and Shkëlqim Cani.

The deputy minister is arrested, he and the subject are accused, in fact for the former minister Ilir Beqaj who was a friend of the subject, who had received the concession and was the main signatory of the concession and the man who had supported him dozens of times publicly, said nothing.

The sterilization concession has been welcomed and appreciated by most people as a service, but not as a cost. Costs are the high prices that corruption pays.

On the other hand, former minister Shkëlqim Cani, the man who signed most of the concessions and once said no and then on the way changed his mind and said yes, was the other person who should be investigated in connection with this affair, but he was not even arrested he, there was no action by the prosecutor.

Today, the appearance of Prime Minister Rama and the greeting given to SPAK is nothing more than simply thanking Edvin Kondili, the man whom the majority, the ruling party, Rilindja, strongly supported to make him leader of SPAK.

Yesterday, clearly, everyone understood why the government, the majority, wanted Kondili to be in charge of SPAK and not Altin Dumani.

Yesterday it was understood that there were no arrest warrants for the two former ministers of Edi Rama. Yesterday it was understood that Edvin Kondili was a political soldier and had broken a SPAK standard.

When someone is behind bars for having signed concessions, as in the case of Lefter Koka or Alqi Bllakos, his colleague does not bear the same criminal responsibility.

This is double standard justice.

This is the justice of Edvin Kondili, which our prime minister is probably looking for, who has publicly congratulated him for the fiery August and the great work that SPAK has done.

In fact, the case of Edvin Kondili and yesterday's case of sterilization is not to be welcomed, since together with the noise and the arrest of the former deputy minister and the owner of an entity that offered a service, the real leaders, the signatories, those who they have sealed and established this concession or this service such as sterilization, where SPAK claims that there is corruption, but does not take it all the way to the ministers, but leaves it lower and lower.

This is Edvin Kondili's standard and this has been welcomed by Prime Minister Rama. Is this the justice that our prime minister has given up? This is justice that should not be controlled?

SPAK announced that it had directed the request to the Special Court of First Instance for the detention of several persons, after having conducted the investigations, in relation to the issue of what has been called the "sterilization scandal" denounced by many doctors, but not only from the opposition. The issue of sterilization actually has two sides to it. It was hailed as a service, i.e. as necessary as a process, but it was denounced for the huge costs it incurred after it was claimed that an anonymous person had created an entity and without having any funds with an unsolicited offer had brought a service to Albania.

The investigation was carried out by the prosecutor, Ervin Kondili, and what stood out in SPAK's requests was the lack of an arrest warrant for former health minister Ilir Beqaj, which overturned the standards set by this institution until today.

So for the incinerators, the line minister was arrested and corruption was proven, that is, Lefter Koka. Arben Ahmetaj, the former Minister of Finance, was also thoroughly investigated for his connections with the incinerators, despite the fact that in the end it turned out that he had not signed for them, but SPAK claimed the Court for his connection and evidence found in the case of Lefter Koka. For indications and facts, the arrest of Ahmetaj, who has left the country, was requested. Today, prosecutor Ervin Kondili overturned every standard set by SPAK. He behaved like a renaissance soldier, not like a SPAK prosecutor with the standards that this institution has created.

He showed once again what the reason was, so what was claimed by the media that he had the support of the government to the Minister of Justice in office and was lobbying for him a few months ago to take the leadership of SPAK at the time when KLP voted was proved for an election between him and Altin Duman, who has been leading this institution for several months.

In fact, with the departure of Duman, SPAK has taken a leap, a different rhythm, but there are also cases like Kondili who behave like soldiers of the Renaissance. And beyond the standards set by SPAK, they have their own personal standards, they do not deepen the investigations and do not go to the end of them to prove the damage to the budget and the criminal legal responsibility of the relevant ministers who have signed causing these serious consequences in the budget of the state.

Më pas nga njoftimi i SPAK dhe nga mediat u raportua se  gjykata kishte kërkuar që të hetohet edhe më tej çështja e sterilizimit në lidhje me Shkëlqim Canit, i cili është ish ministri që ka firmosur, që në fakt shpesh rezulton që është njeriu kryesor i koncensioneve dhe PPP-ve të firmosura nga qeveria Rama 1 dhe ato të shëndetësisë shumica të firmosura nga Ilir Beqaj. Por asnjëri nuk ishte marrë nën akuzë nga Kondili, qoftë edhe për tu ndjekur në gjendje të lirë apo për tu ndjekur në arrest shtëpie, pasi varet nga detajet, faktet deri ku shkon hetimi dhe nga çfarë ka zbardhur vetë prokurori apo si ai e ka hetuar këtë çështje.

Kondili vërtetoi se është thjesht dhe vetëm një ushtar i rilindjes dhe të tillë në SPAK ndoshta ka shumë. Ky është dhe argumenti që opozita shpesh shprehet ‘skap i partisë’. Dhe sot ajo që bëri Kondili ra poshtë nga gjyqtari Erion Bani i cili vendosi në vend standardin e munguar të drejtësisë për të cilën flitet shumë por që Kondili sot i ra me top duke na treguar se ka ende prokuror që kanë kaluar vetingun që kërkojnë të drejtojnë SPAK-un dhe që pretendojnë se kanë standard të lartë në hetimet që kryejnë por që në fakt nuk shkojnë tek kreu asnjëherë por duan ti vendosin kapakun ashtu siç u tentua edhe kohë më parë me çështjen e inceneratorëve për tu mbyllur thjesht dhe vetëm me Elbasanin dhe për të anashkaluar gjithçka.

Si Kondili, SPAK ndoshta ka dhe shumë të tjerë, por ky është një rast i provuar. Të shpresojmë që të jetë i fundit. Dhe standardi i SPAK në lidhje me goditjen e peshkaqenëve të korrupsionit në Shqipëri të vazhdojë dhe të jetë edhe më i fortë./ CNA
