A Russian government-backed foundation has distributed funds through intermediaries in an effort to gather information that supports the Kremlin's narratives and undermine Kiev's defenses against the invasion launched by Moscow, RFE/RL's Ukrainian Service's investigative unit Schemes has found.
The findings are based in part on an archive of tens of thousands of emails and other documents that were provided by the Danish public broadcaster, DR, and shared with the Organized Crime and Corruption Reporting Project (OCCRP) and other media outlets, including Schema.
Through these documents and other reports, Schemat discovered that reports were submitted to the Moscow-based Pravfond – an acronym for the Foundation for the Support and Protection of the Rights of Compatriots Living Abroad – through intermediaries known as “curators.”
Lavrov's footprints in Kiev
Pravfond was created by the Russian Foreign Ministry and Rossotrudnichestvo, a government agency that says its “main mission is to strengthen Russia’s humanitarian influence in the world.” The foundation says its main goal is to provide legal and other support to Russians abroad when their “rights, freedoms and legitimate interests” are violated.
However, a broader OCCRP investigation has concluded that the foundation works with intelligence operatives, funds Russian propaganda, and builds Kremlin influence channels.
An agreement reviewed by Schemat shows that Pravfond would be funded for at least several years by the Russian Foreign Ministry. Russian Foreign Minister Sergei Lavrov is chairman of the foundation's board of directors.
“Ukrainian leadership”
Among the materials reviewed by Schemat was a section of a document titled “Ukrainian Direction,” which described the foundation’s activities in Ukraine and said they were overseen from Moscow by at least two coordinators, including Yevhen Baklanov, a Ukrainian citizen wanted in Ukraine on suspicion of treason. He has been wanted by Ukrainian authorities since 2022, the year Russia launched a full-scale invasion of the neighboring country.
According to a report in a Pravfond Ukraine column, lawyers at an organization called the Center for Legal Consultations received Ukrainian citizens in its offices in Kiev while the center prepared reports for Russian authorities on suspicions of “war crimes committed by the Armed Forces of Ukraine” and “violation of the rights of Russian-speakers” in Ukraine – most of whom are not Russian citizens.

Paratë nga Moska
Dokumentet tregojnë se Qendra për Konsultime Ligjore ka funksionuar në Kiev që nga viti 2015, një vit pasi Rusia pushtoi Gadishullin e Krimesë dhe nxiti luftën në rajonin lindor të njohur si Donbas. Nuk është e qartë nëse kjo qendër vazhdon të jetë aktive.
Në një raport për Moskën mbi aktivitetet gjatë vitit 2022, Baklanov deklaroi se qendra kishte kryer 309 konsultime ligjore gjatë gjithë vitit. Temat përfshinin “rregullat për kalimin e kufirit” dhe “marrjen e shtyrjeve nga mobilizimi”, duke sugjeruar se, kushdo që kishte iniciuar bisedat, qendra këshillonte ukrainasit për veprime që mund të dobësonin përpjekjet e Kievit për t’u mbrojtur nga pushtimi rus.

Shërbimi i sigurisë i Ukrainës (SBU) pretendon se Kuzmych ka drejtuar një rrjet agjentësh të FSB-së ruse në rajonin e Hersonit, i cili është pjesërisht i pushtuar nga forcat ruse dhe që Moska, pa bazë, pretendon se është pjesë e Rusisë.
The Schemes Unit found no evidence that Novytska received money from Pravfond. Novytska, who herself was detained in a separate investigation for treason, denied receiving any support when contacted by Schemes. “This is the first time I’m hearing this,” she told Radio Free Europe.
Websites promote “denazification”
In addition to references to the Legal Information Center and the Kuzmych case, the Pravfond-related materials that analyzed the Schemes identify four websites linked to Ukraine, one of which is called Pravcenter. A report for the Russian Foreign Ministry says that the purpose of these sites is to support the Kremlin’s stated goal of “denazification” of Ukraine.
The demand for “denazification” stems from Putin’s false claim that Ukraine is led or dominated by “Nazis,” a claim widely seen as part of the Kremlin’s effort to ensure that the government of Ukrainian President Volodymyr Zelensky loses power and is replaced by figures friendly to Russia.
In one of his reports for Pravfond, curator Maksym Zelenskiy highlighted a Pravcenter article that republished what it claimed was a report by a Polish media outlet, which said that Ukrainian refugees in Poland had “convinced people of the need for denazification in Ukraine,” called the Ukrainian government “neo-fascist,” and warned that Ukrainian migration could destabilize the European Union.
While the European Union has imposed sanctions on Pravfond and its leadership for what it says are subversive anti-Ukrainian activities, the foundation is not currently subject to sanctions by the Ukrainian government. Kiev had imposed sanctions on the organization in 2021 for a three-year period, but the sanctions expired in 2024 and were not extended. /REL
