The rapporteur for Serbia in the European Parliament, Tonino Picula, assessed that reforms in this country have "slowed down significantly" in some segments and that there is, as he said, regression, which is particularly visible in the areas of the rule of law and standards of democracy as a system.
"Since the adoption of our report on Serbia last year, the situation in the country has deteriorated further. The situation is extremely polarized and full of tensions. The overall pace of the EU accession process has been stalled for years," Picula assessed at the European Parliament's Foreign Affairs Committee (AFET), where the draft annual report on Serbia was discussed.
Rapporteur Picula attributed the stagnation to limited progress in the dialogue for the normalization of relations with Kosovo, the continued lack of compliance with the European Union's common foreign and security policy, the general lack of real political will to move forward, frequent rhetoric against European officials, the deterioration of conditions for the free work of the media and civil society, and the ignoring of recommendations for electoral reform.
According to him, Serbia as a candidate country must systematically and strategically engage towards declared EU membership.
"Declarative commitments in these circumstances can no longer be taken as a serious policy of turning a blind eye or strengthening stability as an alibi by some European actors. They did not bring results in the transformation of the country, on the contrary, they unfortunately distanced it from membership," he said.
"Although Serbia has emphasized that membership in the European Union represents its strategic goal, we see that the obligations undertaken are often not reflected in practice, such as the case of not attending the EU-Western Balkans summit in December last year, but also of participating in the military parade in Moscow last May," Picula added.
Speaking about media freedom, the rapporteur for Serbia assessed that the situation in this area is "shocking on many levels".
He condemned the escalation of attacks and threats against journalists, which, according to him, are "returning the country to dark times."
During the debate, several MPs who were part of the mission that visited Serbia in January criticized the lack of willingness of the Belgrade authorities to meet with members of the European Parliament delegation.
Most members of the delegation noted that the President of the country, Aleksandar Vu?i?, and the Speaker of the Serbian Parliament, Ana Brnabi?, had made negative comments before the visit, which were accompanied by negative tones in the reporting of pro-government media.

Ajo tha se autoritetet në Serbi, mungesën e përparimit në miratimin dhe zbatimin e reformave e justifikojnë me frustrimin dhe afatet e paqarta kohore.
“Vizita ishte një demonstrim se Serbia është prioritet i Parlamentit Evropian, se ne duam një Serbi demokratike në BE dhe se aktualisht ekziston një nxitje reale në procesin e zgjerimit të BE-së. Megjithatë, kjo kërkon respekt të plotë të kritereve të Kopenhagës dhe angazhim të qartë nga ana e autoriteteve”, tha Temido.
Përfaqësues të institucioneve evropiane, Komisionit Evropian dhe Shërbimit për Veprim të Jashtëm (EEAS), që morën pjesë në debat, paralajmëruan se ritmi i përgjithshëm i negociatave për anëtarësimin e Serbisë do të varet nga përparimi në sundimin e ligjit dhe marrëdhëniet me Kosovën.
Përfaqësuesja e EEAS-së, Anne Kemppainen, shprehu shqetësim për ndryshimet e fundit në ligjet e drejtësisë.
Ajo theksoi se BE-ja ka kërkuar vazhdimisht nga autoritetet serbe të ndalojnë menjëherë zbatimin e tyre dhe të kryejnë rishikime sipas rekomandimeve të Komisionit të Venecias, që pritet të bëhen publike.
Kemppainen theksoi se Serbia duhet të vazhdojë përpjekjet për të bindur BE-në për orientimin e saj strategjik.
“Aktualisht, niveli i përputhshmërisë së Serbisë me politikën e përbashkët të jashtme dhe të sigurisë të BE-së është 65 për qind. Kjo dukshëm nuk është e mjaftueshme, dhe i kemi bërë të qarta autoriteteve serbe pritjet tona për një përputhshmëri më të qëndrueshme, veçanërisht në lidhje me masat kufizuese të BE-së sa i përket agresionit rus ndaj Ukrainës”, paralajmëroi Kemppainen, duke theksuar se marrëdhëniet me Rusinë nuk mund të vazhdojnë si zakonisht.
“BE-ja dëshiron të llogarisë te Serbia si një partnere evropiane e besueshëm dhe fqinje e mirë në rajonin e Ballkanit Perëndimor, që kontribuon në stabilitet dhe pajtim. Kjo nënkupton të përmbahen nga veprime ose deklarata që janë në kundërshtim me politikën e jashtme të BE-së dhe çështjet strategjike”, shtoi përfaqësuesja e EEAS-së.
Në draft-raportin për Serbinë vlerësohet se shteti ka arritur përparim të kufizuar ose aspak në përmbushjen e kritereve për anëtarësim në BE.
Në dokument theksohet detyrimi i shpallur i Serbisë që anëtarësimi në BE është qëllimi i saj strategjik, por vihet në pah se angazhimet e marra shpesh nuk pasqyrohen në praktikë, gjë që ishte e dukshme edhe kur përfaqësuesit më të lartë të Serbisë nuk morën pjesë në samitin BE–Ballkani Perëndimor në dhjetor 2025.
Serbisë i bëhet thirrje të arrijë përparim të besueshëm dhe të shtojë përpjekjet për të luftuar manipulimet dhe ndërhyrjet e huaja në informacion, përfshirë dezinformimet dhe retorikën kundër BE-së.
The document rejects claims by Serbian officials that the EU and some member states were involved in organizing student protests from November 2024, with the aim of causing a "color revolution."
The European Parliament reiterates its strong condemnation of the illegal arrests and deportations of EU citizens who expressed support for the student protesters.
"The European Parliament condemns the unacceptable behavior, insults and negative rhetoric against Members of the European Parliament and other political actors, including members of the Foreign Relations Committee mission to Serbia in January 2026," the draft report states.
It also expresses concern about the deepening political crisis in the country in the context of the mass protests that began in November 2024 and that "reflect citizens' reaction to systemic corruption and the lack of accountability and transparency."
The document expresses support for the right of all citizens of Serbia, including students, to peacefully protest to demand accountability and democratic reforms directly related to the rule of law.
The draft report condemns the fact that over the past year peaceful protesters, students, activists and journalists have been subjected to “a range of repressive measures, including excessive use of police force and violence, arbitrary arrests, political persecution and other forms of intimidation.”
It also calls for the imposition of sanctions against individuals responsible for serious violations of the law and human rights in Serbia.
The European Parliament also expresses concern about the intensification of verbal attacks, denigration campaigns and pressure on civil society organizations that defend the rule of law, as well as the deterioration of working conditions for journalists and media outlets, calling on Serbia to stop the regression in the field of freedom of expression.
After debate in the Committee on Foreign Relations, with the inclusion of amendments, this document is expected to be approved in June in this body of the European Parliament.
