War crimes of the 90s in Montenegro, still unexamined by the judiciary

The judicial institutions in Montenegro have not yet investigated and documented the war crimes that occurred during the 90s, said the former Director of the Montenegrin Committee of Lawyers for Human Rights, Velija Muric.

In an interview given to the Voice of America, Mr. Muric pointed out that responsibility for war crimes has not been established in accordance with international standards, taking as an example the killing of innocent Albanian civilians in the Municipality of Rozhaja.

"22 Albanian civilians were killed in the Municipality of Rozhaja, for which events court proceedings were conducted against some military personnel, but who were ultimately acquitted," said Mr. Muriç.

Mr. Muric estimates that Montenegro needs a more active approach to the investigation, prosecution, trial and punishment of crimes during the war.

"Montenegro and the judicial institutions are silent and I do not believe that in the future, investigations and new procedures will be reopened for the mentioned crimes," said Mr. Muric.

He recalled dozens of settlements in Montenegro where Bosniaks, Croats, Muslims and Albanians were expelled, tortured and killed just because they belonged to another ethnicity.

"Seeing the negligence of the judiciary, Montenegro has turned into an oasis for people who have committed war crimes and who move freely in this country," said Mr. Muric.

He added at the end, that Montenegro must face the past in order to create the preconditions for reconciliation and healing of communities in the country and region./ VOA
