In almost half of the polling stations that are supposed to undergo the vote recount process for candidates for deputies in the early parliamentary elections of December 28, this process has already been completed.
The recount of one-third of polling stations began on January 13, after discrepancies were observed in the ballots with votes for candidates within political entities.
The Central Election Commission has announced that the process has been completed in 19 municipalities and that it will now initially continue with the recount in Prizren and then with the other municipalities.
In Prizren, 172 out of 235 polling stations have been counted so far, and this municipality clearly leads in the number of ballots with errors.
After numerous calls for the launch of investigations, the Basic Prosecution Office in Prizren has announced that it has authorized the Kosovo Police to identify the responsible persons and secure relevant evidence, including minutes and signatures.
"Vote manipulation and falsification of electoral documents are crimes and will be punished without compromise ," the Prosecutor's Office said in a statement.
With polling stations recounted so far, the difference in votes for candidates within political parties is noticeable.
There have also been changes in the votes for candidates from non-majority parties. According to the votes recounted so far, the acting Minister of Regional Development, Fikrim Damken, from the Turkish Democratic Party of Kosovo, may remain outside the Assembly.
Due to the difference in the number of votes, candidate Ergul Mazreku has now emerged ahead of him. Damka has had 68 votes removed so far, while Mazreku has had 15 added.
Since tens of thousands of ballots with errors have been found so far, a full recount has been mentioned as the only option by the leader of the Alliance for the Future of Kosovo, Ramush Haradinaj.
The latter wrote on Facebook that "without a complete recount, the integrity of these elections is not ensured," adding that the Prosecutor's Office should launch investigations into possible manipulations.
Among the LDK MPs who, so far, have received more votes than they were entitled to, is Anton Quni.
He wrote on Facebook that this was done without his knowledge or will and called it a criminal operation that has "tarnished his personality and career."
The other LDK candidate, Driton Selmanaj, reacted similarly, to whom it has been revealed that 983 more votes than they were due were added during the counting at municipal centers.
The Democratic Party of Kosovo also reacted to these developments, saying that it is following them and that vote manipulation is unacceptable.
“Eliminimi i çdo dyshimi është në interes të kandidatëve, institucioneve dhe qytetarëve. Partia Demokratike e Kosovës i pret konkluzionet zyrtare të organeve përgjegjëse, përfshirë Komisionin Qendror të Zgjedhjeve, me besimin se e vërteta dhe vullneti i qytetarëve do të reflektohen saktë dhe në përputhje me ligjin”, thuhet në komunikatën e PDK-së.
Ndërkohë, Eugen Cakolli, nga Instituti Demokratik i Kosovës, ka bërë thirrje në Facebook që Prokuroria të nisë hetimet dhe ndjekjet penale për manipulimin e votave të kandidatëve.
"Emrat e komisionerëve për secilën tavolinë numërimi në QKN dihen. Por këto manipulime nuk janë bërë krye në veti nga komisionerët. Dhjetëra e qindra vota të shtrembëruara në një vendvotim të vetëm, e mijëra në nivel komune – kryesisht për kandidatë të caktuar dhe në komunat e tyre – nuk janë as rastësi, as gabim njerëzor", tha ai.
Cakolli shtoi se "përfshirja e kandidatëve të caktuar në këto skema është shumë e mundshme. Kështu që, hetimi, pashmangshëm duhet t’i përfshijë edhe ata".
Kur ishin numëruar pak më shumë se 200 vendvotime, Cakolli kishte llogaritur se më së shumti ndryshime ka pikërisht lista e Partisë Demokratike të Kosovës (PDK).
Në qendrat komunale të numërimit, çdo fletëvotim kalon përmes disa kontrolleve: lexohet me zë të lartë nga një numërues, shfaqet në ekran përmes kamerës dhe regjistrohet në sistem elektronik nga një zyrtar tjetër, ndërsa një person i tretë e verifikon fletën.
Megjithatë, manipulimi thuhet se bëhet në fazën e leximit të votave për kandidatë. Kur një fletëvotim i takon një partie, ai përmban edhe vota për disa kandidatë. Numëruesi mund të ndryshojë verbalisht numrin e kandidatit të votuar, duke e zëvendësuar me numrin e një kandidati tjetër.
Kështu, sistemi regjistron votë për kandidatin e gabuar, edhe pse fletëvotimi real tregon diçka tjetër. Numri i votave për parti nuk ndryshon, vetëm ndryshon numri i votave për kandidatë brenda të njëjtës parti.
Cakolli kishte thënë më herët gjatë javës se procesi i numërimit nuk përcillet me kontrolle të hollësishme të fletëvotimeve, duke mundësuar kështu manipulimet, dhe se në këtë ka ndikuar edhe fakti që numërimi ishte realizuar në kohë festash.
Sipas Çohu dhe Cakollit, mënyra të tilla të keqpërdorimit janë vërejtur në pothuajse secilin proces zgjedhor në Kosovë dhe se zgjidhja për këtë problem do të ishte skanimi teknologjik i fletëvotimeve në vend të numërimit tradicional nga zyrtarët.
Së voni, Organizata joqeveritare Çohu ka publikuar një hulumtim që tregon se mbi 90 për qind e rasteve për manipulimet zgjedhore përfundojnë me dënime me kusht ose me gjoba.
Kjo do të thotë se nëse ndonjë zyrtar vërtetohet se ka manipuluar votat gjatë numërimit, ai ka pak gjasa të ndëshkohet me burg për këtë gjë.
But the consequences may be greater for the institutions, as the recount, which is expected to last up to two weeks, may further delay the establishment of new institutions, at a delicate time for the institutions.
The new parliament must hurry to pass international financial agreements for the country, as well as elect a new president by March 4, before Vjosa Osmani's term ends in April.
These deadlines may become even more difficult to achieve if a full recount is decided - which, however, according to Cakolli, remains the best option now that it has been proven that there were many changes in votes during the counting in municipal centers.
During the week, CEC spokesperson Valmir Elezi repeated for REL the message of CEC chairman Kreshnik Radoniqi that if possible manipulations with the votes of candidates within political entities are observed after the recount, the commission will take the members of the counting teams to the competent bodies. /REL
