The "big fish" seem to be getting hit one by one. The former Minister of Health, Ilir Beqaj, has not escaped the "sieve" of SPAK. 

On Saturday, the Special Court decided the security measure "obligation to appear and ban on leaving the country" for the former minister for the criminal offense of abuse of office, after investigations into the sterilization concession, a 100 million euro affair strongly denounced by the media and the opposition .

Likewise, GJKKO orders that the former minister appear before the judicial police of the National Bureau of Investigation, once a week, on Fridays, at 3:30 p.m.

After CNA reported the scandal that Albania has been left without a chief negotiator with the EU, the announcement came from Ilir Beqaj that he has resigned from the position of director of the State Agency for Strategic Programming and Aid Coordination.

Regarding the charges for the sterilization concession, Beqaj has testified before SPAK prosecutors that "he has implemented all the obligations as far as the law allows for granting the concession".

CNA has previously denounced that the investigation headed by Edvin Kondili, the SPAK Renaissance prosecutor, has not been completed. Kondili tried to close the file and exonerate Beqaj even though he found the latter's trips with businessmen related to the concession. 

In addition to the procrastination of the investigations and the tendency to exclude Beqaj, the prosecutor of the case, Edvin Kondili, has stated to the media that he connected the delay in the execution of security measures for the other 8 people involved in this affair, with the fact that the businessman under charge, Ilir Rrapaj was not in Albania.

"It was a tactic of ours, because we knew that the other person would also come under investigation," he said, implying that the arrest of former deputy minister Rrjepaj could result in the departure of businessman Ilir Rrapaj.

But, the story took another course, with the determination of judge Erion Bani, who directed the prosecution to investigate the former minister or the persons involved in this file. 

"I saw that there were other criminal acts and persons, including the two ex-ministers, and I directed the prosecution to investigate in this direction," said judge Erion Bani, who reviewed the security measures, a while ago. 

Decision of GJKKO: 

In August, CNA secured the decision of the Special Court of First Instance on the sterilization concession file, one of the "hot" issues in the hands of SPAK that has also brought numerous political reactions.

After the report made by "Nisma Thurje" in December 2019, the Special Prosecutor's Office has filed charges against 8 people, as being involved in the criminal offenses of "forgery of documents", "fraud" and "abuse of duty".

After the investigations, the court ordered "prison arrest" for the former Deputy Minister of Health, Klodian Rjepaj and businessman Ilir Rrapaj.

Thus, the court has given the security measure "house arrest" for Saimir Kadi and the "compulsion to appear" measure for 4 others, Arben Gjat, Petraq Mersin, Genc Byrazer, and Naile Abazi.

Investigations :

In the SPAK file, it is underlined that former deputy minister Klodian Rjepaj and businessman Ilir Rrapaj have an early acquaintance and they studied at the University of Medicine in 1991 and 1994. The latter completed their studies with Artan Leshi, who turns out to be director in the company "Saniservice".

They continued their friendship and cooperated in order to benefit from the sterilization contract. 

According to the Special Prosecutor's Office, Ilir Rrapaj entered the territory of Albania in December 2014 with the vehicle of the Ministry of Health, which was used by the former deputy minister Klodian Rjepaj.

This trip was made a few days before the union of economic operators, which includes the company "Investital" of Rrapaj, was declared the winner for the concession.
