May 11th Elections/ Police publishes plan of measures

The State Police has undertaken a plan of measures for the smooth conduct of the May 11 election process.

In a statement, the Police said that the plan of measures consisted of several phases, such as the treatment of employees, cooperation with the CEC and other law enforcement agencies, and the coverage of all election activities with police services.

In the announcement, the Police say that during the electoral campaigns, 6,500 police officers were engaged and all CEAZs in the country were taken under guard. The Blues call on every citizen to report if their right to vote is violated.

 

Police notification

In order to guarantee public order and security during the electoral process, as well as to prevent, identify and crack down on electoral crimes, in implementation of the obligations arising from the law "On the State Police", the Electoral Code, the decisions and instructions issued by the Central Election Commission, the State Police drafted a detailed plan of measures.

The plan of measures consisted of several phases, specifically the training of Police officers for the tasks they would perform during this process and will perform until its conclusion, cooperation with the CEC for the Police obligations arising from the Electoral Code, cooperation with the Prosecutor's Offices of General Jurisdiction and with SPAK, cooperation with other law enforcement agencies, as well as the coverage of all electoral activities and electoral facilities with police services.  

In cooperation with the OSCE, the CEC and the General Prosecutor's Office, 6,838 uniformed police officers were trained, as well as 813 Crime Investigation specialists, who were engaged in the investigation of electoral crimes.

During the electoral campaign, a maximum of 6,500 police officers were deployed from the State Police structures to ensure the smooth running of electoral activities held in open and closed environments.

The special investigative structures of the State Police, established to investigate electoral crimes, as a result of the evaluation and analysis of any information, evidence, report or declaration of any citizen, representative of electoral subjects or candidate, with the aim of clarifying the circumstances, securing evidence and bringing the perpetrators to justice, have referred 37 cases of electoral crimes to the Prosecutor's Offices of General Jurisdiction and SPAK.   

On the last day of the electoral campaign, the State Police has taken all measures to guarantee order and security in the closing activities of political entities. 

The State Police has already taken custody of the election facilities that serve as CEAZs, from the moment the election materials have arrived, and also provides service the moment the CEAZ commission leaves the facility.

Në të gjithë vendin janë 93 objekte zgjedhore ku janë vendosur komisionet e KZAZ-ve dhe  5225 objekte që do shërbejnë si Qendra Votimi, ditën e votimit, objekte këto që do të merren në ruajtje nga Policia, ditën e shtunë.

Lista me 5316 punonjës policie dhe automjete policie, që do të angazhohen për ruajtjen e objekteve zgjedhore dhe shoqërimin e materialeve, është dërguar në KQZ dhe është miratuar.  

Shërbimet e Policisë që janë të planëzuara me ruajtjen e objekteve që do shërbejnë si qendra votimi, do të instruktohen ditën e shtunë paradite dhe më pas do të shpërndahen në qendrat ku janë të planëzuar me shërbim. 

Ditën e diel, që është dita finale, me dorëzimin në mëngjes të objekteve që shërbejnë si qendra votimi, punonjësit e Policisë do të tërhiqen në vendgrumbullimet e përcaktuara dhe do të rikthehen për të bërë shoqërimin e materialeve zgjedhore në drejtim të KZAZ-ve, në orën 19:00.

Gjatë ditës së votimit, në rast se nga komisionet e qendrave të votimit, koordinatorët, KZAZ-të apo KQZ-ja do të kenë kërkesa për ndërhyrjen e Policisë, në zbatim të Kodit Zgjedhor, Policia ka lënë pikat e kontaktit me komisionet dhe do të veprojë në kohë, konform përcaktimeve ligjore.

Më datë 11.05.2025, në orën 18:00, shërbimet e Policisë do të marrin në ruajtje të gjitha objektet e VNV-ve ku do të bëhet numërimi i votave dhe shërbimi do të vijojë deri në përfundim të të gjithë procesit.

Janë marrë të gjitha masat që në çdo komisariat dhe drejtori, të ketë grupe të gatshme për të vepruar në terren, në rast nevoje. Të gjithë këta punonjës janë të trajnuar dhe të miratuar nga KQZ dhe do jenë të pajisur  me mjetet e identifikimit dhe me jelekë të Policisë.

Policia e Shtetit është shumë e vendosur dhe e angazhuar për të siguruar deri në fund mbarëvajtjen e procesit zgjedhur dhe ashtu siç garantoi rendin dhe sigurinë përgjatë fushatës elektorale, do të përmbushë me sukses edhe detyrimin madhor, atë që përgjatë ditës së votimit çdo qytetar i Republikës së Shqipërisë të ushtrojë qetësisht dhe i sigurtë, të drejtën kushtetuese për të votuar.

Apelojmë për qytetarët që të denoncojnë çdo rast që cenon të drejtën e tyre për të votuar apo që synon të tjetërsojë votën e tyre, si dhe të gjitha subjektet politike, që të zbatojnë me korrektësi detyrimet ligjore dhe të bashkëpunojnë me Policinë e Shtetit, për çdo rast të cenimit të ligjit.

Ndërkohë, Policia e Shtetit ka marrë të gjitha masat për mbajtjen në kontroll të plotë të të gjithë territorit të vendit, pikat doganore dhe kontrollet në kufirin jeshil dhe blu, me qëllimin e vetëm, sundimin e ligjit.

Gjithashtu, Policia e Shtetit, në kuadër të masave të ndërmarra për garantimin e mbarëvajtjes së aktivitetit ndërkombëtar “Giro d’Italia”, kërkon mirëkuptimin e të gjithë përdoruesve të rrugës  që të zbatojnë me korrektesë kufizimet e lëvizjes në rrugët e bëra publike dhe të ndjekin udhëzimet e punonjësve të Policisë së Shtetit dhe asaj Bashkiake, për problematikat dhe nevojat që mund të kenë për të qarkulluar./ CNA
