A few days ago, the National Chamber of Advocates announced the decision to boycott investigative and judicial processes. It will boycott all investigative and judicial processes, for criminal, civil and administrative matters, at all levels of trial, on October 9 and 10, 2025.

Based on the announcement, this decision for these two dates was triggered by the unprecedented event of the murder inside the courtroom of the judge of the Court of Appeals in Tirana, Astrit Kalaja.

But why wasn't October 8th designated as a boycott day, the day when tributes to the judge were also held?

CNA contacted the head of the National Chamber of Advocates, Maksim Haxhia, who explained that the dates set were a follow-up to the decision by the Supreme Court of Kosovo and the Supreme Court of Appeal to halt the trials, which had been set for October 7 and 8.

"Because for the 7th and 8th, a decision has been made by the Supreme Court of Justice and the Supreme Judicial Council, due to the tributes and the general meeting of all judges, that there will be no processes, neither investigative nor judicial. Likewise, many courts have decided not to work, the Court of Tirana, Vlora, etc.," Haxhia said.

Up to this point, it is understood that a joint decision has been made by the members of the Chamber of Advocates, linked to the dates of decisions of some of the highest justice institutions and tributes to the judge.

But how did the meeting of the Steering Committee of the Chamber of Advocates take place and under what circumstances?

CNA approached the National Chamber of Advocates with a request for information, as to where the Steering Committee met and at what time? And did they keep any minutes of the discussions or proposals of the case?

The response received this Thursday through a minutes confirms information previously provided by CNA, that there was no regular meeting.

This is because the minutes state that the members of the Steering Committee gave their consent via phone and WhatsApp.

Where in the statute of this Chamber does it say that meetings are held on what's app?

So it turns out that a decision was made over the phone and then signed by the leader and the person who made the contact. They did not sign this decision themselves.

What is being reported by CNA is simply an irregularity committed by the National Chamber of Advocates, without any regular meetings, but only through communications with telephone applications, as has happened in many cases with the much-discussed conversations on SKY ECC of crime figures./CNA
