SPAK has revealed details from the first file of the Tirana incinerator, an affair that amounts to 130 million euros.

The Tirana incinerator receives 29 euros/ton of waste, an inflated figure, since the Fier incinerator receives only 12 euros/ton of waste.

SPAK has discovered how this fee was increased in Tirana's incinerator.

In the announcement of the Special Prosecutor's Office, it is stated that the members of the concession awarding commission received the ready costs from the feasibility study of the concessionaire company "Integrated Energy BV", without performing any verification regarding their authenticity.

According to SPAK, there are fictitious data placed in the feasibility study, which have fictitiously increased the fee for waste disposal by Local Government Units, 29 euros/ton. 

Not taking into consideration all real incomes, the members of the commission set the tariff set by "Integrated Energy BV", after which SPAK has emphasized that Klodian Zoto and Mirel Mërtiri stand.

The announcement highlights the fact that if the cost had been properly calculated, the fee for waste would be lower. 

"Regarding the feasibility study, the members of the concession granting commission, Valbona Ballgjini, Pëllumb Abeshi, Erjon Murataj, Sidita Kopliku, Etleva Kondi, Taulant Tusha, Namik Simixhiu, have acted in violation of law no. 125/2013, "On concessions and public private partnership", as well as contrary to VKM no. 575, dated 10.07.2013, "On the approval of the rules for evaluation and awarding by concession/public private partnership", amended, in terms of cost calculations in the feasibility study, taking the costs from the feasibility study of the proposing company " Integrated Energy BV", without carrying out any verification regarding their authenticity. 

From the administered acts, there are fictitious data placed in the feasibility study, which have fictitiously increased the waste deposit fee from the Local Government Units, 29 Euro/ton. 

In the feasibility study prepared by the Concession Granting Commission, all the real incomes that the concessionaire company would benefit from were not taken into consideration. These revenues, which are not included, negatively affect the state budget, since if they were calculated, then the value of the fee that the Local Government Units would have to pay would be lower. The Commission for Granting the Concession did not include the income that the concessionaire company would receive from third parties for the deposit of inert waste, causing damage to the state budget. If the income that the concessionaire company would receive from third parties had been calculated, as an income item in the feasibility study, then the part of the coverage that would be carried out by the state would have been reduced", says the announcement of SPAK ./ CNA
