The anti-corruption spokeswoman in the Democratic Party, Genta Vangjeli, in a statement to the media, presented some of the government's violations during 2023, with which the DP has dealt intensively.

Some of the violations of this government according to the DP are violations with public procurement, violations during the reconstruction process, concessions, strategic investments, taxes and others.

Below you will find the full statement where the violations are given in more detail.

First, Public Procurement:

Throughout the year 2023, repeated winners were announced, various proxies, clients or family members of the governors whom we have denounced case by case.
- The highest bids were selected as winners by spending millions of lek more than the bids with the lowest price.

- Other participating operators were disqualified for the purpose of announcing predetermined winners and concluding customer contracts contrary to legal provisions.
- The evaluation of offers has not increased the efficiency and effectiveness of the procedures. Contracting authorities fail to ensure good use of public funds and expenses, do not encourage the participation of economic operators, nor competition between them, creating conditions for inefficient use of public funds.

-Reconstruction:

From January 4, 2023 to December 27, 2023, 126 limited procedures related to the reconstruction process have been announced, which include design, construction, supervision and approval of construction works, developed by the municipalities of Mirdita, Kurbin, Krujë, Tirana, Shijak, Kavaja as well as ADF and DPPSH.

The earthquake, this natural disaster, happened in 2019 and still after 4 years, limited procedures are developed within the reconstruction process for designs, constructions, etc. causing the "time factor" to be lost, which is the basis for using this limited procedure, accelerated with many facilities and not very transparent that is used for the conclusion of contracts which are dictated by the essential interests of the state.

Concessions:

There are 225 concession contracts worth 23.6 billion euros or 30.6% of the gross domestic product. In the list of concessionary and PPP projects for 2024, published by the Ministry of Finance, the continuation of payments to the concessionaires placed under preventive seizure is provided for under the contract with the object "Construction of the landfill/incinerator and rehabilitation of the existing storage site in Tirana and the production of electricity". , the value of 178.3 million euros, while the incinerator does not exist.

We encourage the law enforcement bodies in the country not to stop the investigation by finding guilty convicted subordinates who have no weight or access to decision-making but to investigate the real offenders, corrupt government officials without whose signatures nothing is done, and not attack on businesses.

Strategic investments:

55 approved in total with beneficiaries of strategic investor status, among them criminals and family members of ministers.

Taxes & Taxes:

From January 1, 2024, the progressive tax in the range of 15% to 23% for self-employed businesses came into force, bringing as a consequence the risk of informality, and not creating a fair and equal system for taxpayers, regardless of the status of their registration.

Debt service:

While in 2014 it was 17.3 billion lek, in 2023 until December 19 it increased to 23.3 billion lek.

Domestic Production:

71 cases of suspected irregularities and fraud in the IPA and IPARD programs were reported. Funds made available by the EU for farmers were stolen by the Rama government. Farmers struggle for survival because the market is dominated by imported products.

Private Property

Albanians are in conditions of complete legal uncertainty even when they turn out to be legitimate owners of the property. The proof of ownership document no longer protects your property, it can be stolen or seized by the very state to which you also pay taxes for your property.

If they were not helped by their family members, they have no other hope of securing the minimal income for the expenses of medicines, lights, water and modest food. After all their lives translated into years of work, according to the government that runs us, they don't even deserve $200 a month in pension.
