Albanian diplomatic missions and consulates abroad will offer the same services as civil status offices in the country to facilitate procedures for Albanian citizens living in different countries.

The recent changes in the law "On civil status" foresee a series of regulations, including the part of facilitating procedures outside the territory.

Specifically, the relation that accompanies the draft published by the Ministry of the Interior provides in article 22 "the duties of the civil status service in diplomatic and consular missions, for which they will perform the same actions as other civil status service employees within the territory of the Republic of Albania.

According to the wording in point 2 of Article 71, these officials before starting their duties have the obligation to be trained like other civil status officials".

The report clarifies that point 3 of this article in the draft law stipulates that these officials administer the documentation and perform actions in the National Register of Civil Status (RKGjC) of 2010 for Albanian citizens with permanent residence outside Albania, according to the provisions made in this law and in other legal provisions.

"Point 4 of this article provides for the issuing of rules for the administration and forwarding of documents to the General Directorate of Civil Status for Albanian citizens on whom service officers at consular posts perform civil status actions. For the consular officers, these duties are added with the aim of providing in the best possible and fast way to the Albanian citizens living abroad," the report states.

The Ministry argues that the draft law "On some additions and changes to law no. 10129, dated 11.5.2009 "On civil status", as amended", is proposed within the framework of the reform undertaken by the Government of Albania for the reengineering of public services, where the part most of them are offered "on-line", based on citizens' access to the unique government portal "ealbania".

"With the implementation of the reform, the range of "on-line" services has been increased for citizens, who, in addition to documents with an electronic signature, can be produced with the data of the National Register of Civil Status (RKGjC) of 2010, and obtain documents of others that were previously issued by civil status offices in municipalities/administrative units and civil status archive offices near the district prefect at the counter" says the report./ Monitor
