Environmental monitoring in 2026 under test/ Albania with 59 stations on paper,

Albania has on paper a network of 59 urban air monitoring stations, but currently monitoring is carried out in only 9 stations, mainly concentrated in Tirana and several large cities. This difference between the designed and actual capacity makes the year 2026 an important test for the effective implementation of the environmental monitoring system.

For 2026, the government has approved the National Environmental Monitoring Program, a document that on paper promises systematic measurements of air, water, soil, and biodiversity throughout the territory.

But, in essence, will the monitoring network actually work and will the data be made public with full transparency?

According to the program, urban air monitoring will include major pollutants such as PM10, PM2.5, benzene, nitrogen oxides, sulfur dioxide, ozone and carbon monoxide, as well as heavy metals such as lead, arsenic, etc.

In the field of noise, the national network consists of 67 monitoring stations, while 11 urban centers are currently monitored with 43 stations. Measurements will be carried out on a 14-day and 24-hour cycle to assess the population's exposure to acoustic levels during the day and night.

The program also includes monitoring of surface waters, lakes, lagoons, coastal waters and groundwater, with indicators such as the concentration of dissolved and suspended solids, dissolved oxygen, total phosphorus, heavy metals and priority substances according to the legislation in force. For surface waters, a periodic monitoring frequency is determined according to basins and water typology.

The program also includes an annual inventory of air emissions by economic sectors, including industry, energy, transport and services, in accordance with the international methodologies of the Convention on Transboundary Air Pollution. Greenhouse gas emissions will also be monitored for the period 2020 to 2030.

The document includes monitoring of biodiversity and forests, including a network of test plots for threatened species, monitoring of migratory birds, wildlife and protected areas, as well as monitoring of areas with high concentrations of chemicals and heavy metals.

Another important element is that the collected data will be processed and reflected in the State of the Environment Report for the respective year, serving as a basis for reporting to the European Environment Agency and for drafting national policies./ Monitor
