Changes in the law on pre-university education, Kumbaro: We provide a solution

During today's parliamentary session, Minister Kumbaro requested the support of Assembly representatives to support the financial treatment of all teachers employed in our education system before 2017.

"One of the main changes is related to the standardization and harmonization of legal norms for the financial treatment of teaching staff who were employed before March 1, 2017 full-time and without a fixed term and who hold diplomas that, according to the law "On Higher Education and Scientific Research in Higher Education Institutions in the Republic of Albania", are not equivalent to 8 semesters, due to the duration of the study programs.

"There are 6,761 teaching staff who will benefit from this initiative, regarding the equal treatment of this category in relation to teaching staff," said Minister Kumbaro.

The Minister emphasized that this proposal presented today comes within the framework of the Albanian Government's policies for supporting teaching staff, as a key element in educating the new generation and shaping the future.

“This gap arose after the historic salary increase that the Albanian Government undertook in July 2024, when for the first time the salaries of educational employees underwent a very meaningful increase, bringing the average salary of a teacher up to 950 euros. It has been in the will of the Ministry of Education since day 1 to provide a way out of this problem;

But this issue, while a legal solution was being found, was sent by an interest group to the Constitutional Court, leading to the blockage of this process until the Court's decision.

"Once the highest instance of justice expressed itself, we of course resumed this cause, working together with the Ministry of Education team very intensively during these weeks," continued the Minister of Education.

During her speech, Minister Kumbaro also requested support for a broader and more comprehensive expansion of the "After School" program.

"The "After School" program aims to transform the school into a community, social and educational environment, where children have the opportunity to develop their talents through extracurricular activities, stay away from the excessive influence of screens and feel safe and supervised even beyond school hours, and requires a clear legal and regulatory basis.

Based on the experiences and examples of OECD member countries, as well as available professional and scientific literature, after-school activities aim to create a rich and safe environment for students.

We believe that, with your support, "After School" can be gradually and structuredly extended throughout the pre-university system, becoming a sustainable model that serves not only children, but also the family and the community as a whole", said Minister Kumbaro.

Minister Kumbaro announced that from next year, part of the national olympiads will also include the foreign language olympiad./ CNA
