The Law on the Academy of Sciences/Fuga: President Begaj was forced to decree it

Academician Artan Fuga spoke about the silent passing of the law for the Academy of Scientists by President Bajram Begaj.

During a television interview, Fuga stated that the President is allowed not to act in special cases, but in this case he must take his responsibilities.

Among other things, the academic implied that Begaj was forced to approve this law, against his will.

"The transition to silence does not exist in the Constitution of the Republic of Albania. I now have the problem of how the president's institution handled it. For me it is incomprehensible, but also unacceptable. If he agreed with this bill, the president of the Republic would have announced it. So it seems that there were elements that he could not accept. It is his duty to say that he is against and to give the reasons. The President of the Republic as an individual may find that a law that has come to him regularly goes against his personal values, and he may say that this is good, but I cannot accept it and the Constitution has given him this. The issue is not only about the Academy of Sciences, but how does it work and what is its model and why is this model wrong? In my opinion, the right work is not being done. What made the President say I disagree? The elections for the Presidency of the Academy of Sciences should have been announced a month before July 20. According to the statute, the term of the president of the Academy of Sciences should have ended on July 19, and to schedule elections and postpone them in this way means to take the institution hostage. The Status of ASH cannot be held hostage to wait for the Assembly to approve a law so that if the elections are announced, we can run. The elections have been infected with serious violations, there is a usurpation of the institution. I have stated that I want to run, but if these elections are held in violation of the law or with interference, I will see how this Statute can be respected, but my will to go to the bottom of the matter continues."
