Tender opened to build a bridge for family members/ GJKKO takes the former mayor

The GJKKO accepts the request of SPAK and begins the trial of the former mayor of Tropoja, Zyra Islamaj, on charges of corruption, and of the builder Rrok Gega.

Zyra Islamaj is accused of committing the criminal offense of "Passive corruption of persons exercising public functions", while the builder is accused of active corruption.

NOTICE:

1. The Special Prosecution Office against Corruption and Organized Crime on 29.09.2025 submitted to the Court the request with the subject: “Sending to court the criminal case no. 15/2026, against the defendants: Rrok Gega, accused of committing the criminal offense “Active corruption of persons exercising public functions”, provided for by Article 244/2 of the Criminal Code and Zyra Islamaj, accused of committing the criminal offense “Passive corruption of persons exercising public functions”, provided for by

"Article 259/2 of the Criminal Code".

2. In the session of 25.11.2025 (preliminary session), the Special Court of First Instance for Corruption and Organized Crime with a panel composed of Judge Irena Gjoka, after reviewing the claims of the parties, based on Articles 112, 332/dh, point
1, letter "a", 332/ë, 332/gj, point 1 of the Code of Criminal Procedure, with decision no. 149, dated 25.11.2025, decided:
I. Acceptance of the request of the requesting party, the Special Prosecutor's Office against Corruption and Organized Crime, for the referral to court of the criminal case pertaining to criminal proceedings no. 15, year 2025 against the defendants:
1. Rrok Gega, accused of committing the criminal offense "Active corruption of persons exercising public functions", provided for by Article 244, paragraph two of the Criminal Code.
2. Zyra Islamaj, accused of committing the criminal offense "Passive corruption of persons exercising public functions", provided for by Article 259, paragraph two of the Criminal Code.
II. Referral of the case for trial to the Special Court of First Instance for Corruption and Organized Crime, with another trial panel.
III. The trial file will contain all the acts of the preliminary investigation, included in 1 investigative volume (except for the statements of the citizens questioned in the capacity of persons who have knowledge of the circumstances of the event).
IV. No appeal is allowed against this decision.
