Denunciation of DP/Mayor Shijak is involved in a series of violations

The spokeswoman for Anticorruption in DP, Genta Vangjeli, has denounced the violations of the Mayor of Shijak, Elton Arbana.

Vangjeli stated to the media that a number of denunciations have arrived from the residents about Mayor Shijak.

According to the complaints, Elton Arbana, in violation of the law, has approved a construction permit for the first complex of villas with the address Lagjia Popullore Shijak.

The whistleblowers point out that the Residential Complex was built on agricultural land, (Shilore Shijak Hill), with a building permit in violation of the law on urban planning, since only the KKT has the powers for building permits for residential complexes and that in exchange for this building permit, the Mayor together with 2-3 employees of the municipality were awarded with 1 villa each.

Another complaint is that the Municipality of Shijak deposits the waste in a forest cadastral area, with a distance of about 100 m near the Erzen river, between the villages of Cizmeli, Shetel and Eminas i Vogël (Gjepalaj Shijak).

At the address of Anti-corruption of the PD has received denunciations from residents of Shijak regarding the violations of the mayor of this municipality, Elton Arbana.

1. By Decision no. 369, dated 03.08.2020 (no. 6095 prot), Elton Arbana, contrary to the law, has approved a construction permit for the first complex of villas with the address Lagjia Popullore Shijak.

The Municipality of Shijak, in violation of the law, even though it officially declares the opposite in words, deposits the waste in a forest cadastral area, at a distance of about 100 m near the Erzen river, between the villages of Cizmeli, Shetel and Eminas i Vogël (Gjepalaj Shijak), committing an environmental crime after itself the municipality has registered this area in its inventory as a forest area.

The waste is buried underground in alluvial layers, thus contaminating the surrounding well water.

The whistleblowers also cited that the procedure was falsified during the review and decision-making of the municipal council for this purpose, since its members were not presented with the real situation and the agricultural specialists at the municipality were forced to give conclusions in favor of the violation of the law, it is not received confirmation from the prefecture, the study of the area in question has not been carried out, nor have other state structures been approached for opinions before making this decision, as it is clearly seen from the view that this is a forest area. 3. The building cannot be damaged by the natural disaster of the 2019 earthquake, since the uninterrupted exercise of the activity of OSHEE Shijak has been working all the time.

5. The whistleblowers indicated that before the 2019 earthquake, about 60 families were homeless and in the end about 180 families were compensated.
