The boss of the incinerators, Klodian Zoto, won the 3.5 million euro tender from Elisa Spiropali's husband for the water meters in Fier, at the time the latter was director of the Fier Waterworks.

The company "Teo Albe" registered in August 2010 owned by the company "Teotec Telecommunication and information commercial and industrial" is a co-shareholder in the company Sportel, where the administrator is Klodian Zoto, and the other shareholder is the company FMO founded by Klodian Zoto.

This company had a capital of 36 thousand ALL. After 4 months have passed since the establishment, "Teo Albe" concluded a contract of 391 million alleks, or about 3.5 million euros, with the Waterworks of Fier for the installation of meters for a period of almost 5 years.

In this period, the head of this company, Zoto, was employed as a part-time legal advisor to the director of the water supply of Fier, Salarjon Totaj, at the same time as the husband of the minister Elisa Spiropali. 

These facts came to light from the investigative file of the former deputy prime minister of Albania, Arben Ahmetaj.

The facts and evidence collected by SPAK are increasingly bringing to light the truth about the incinerators. So it seems that Klodian Zoto and Mirel Mërtiri in the municipalities that were run by the socialists had opportunities for tender benefits.
