The head of the Democratic Party's economy department, Klodian Muço, emphasized the DP's call for the identification of the real owners of the incinerators.
During a statement to the media, Muço said that Klodian Zoto and Mirel Mërtiri did not sign for the incinerators, nor did they make decisions, but executed the signatures and benefits of Prime Minister Edi Rama and Mayor Erion Veliaj.
"The Democratic Party, reassessing the sequestration of the Tirana incinerator as the right measure and step in the direction of legality, calls again for the identification of the real owners of the incinerators, not the fictitious ones, on the papers.
Only in this way is the confrontation with the law complete and the punishment from it goes to the real, complete perpetrators, and not only to the partial ones.
In the name of public interest, we have been asking for the seizure of the criminal offense of the incinerators of Elbasan, Fier and Tirana for two years. The measure, although delayed, is welcome, but this delay should not be repeated in identifying and penalizing the real leaders of this mega-affair, which are Edi Rama and Erion Veliaj.
SPAK is in the right direction in raising the charge of abuse of office, which directly implicates people in power, and there is no way to affect Zoto or Mërtiri, who are only secondary shareholders of the Rama-Veliaj enterprise and do not hold state duties.
Edi Rama, Erion Velija and other members of the structured criminal organization, who, together with the thieves, made an extortion of hundreds of millions of euros, are guilty of "abuse of duty".
Zoto and Mertiri did not sign for the incinerators, nor did they make decisions, they simply executed the signatures and benefits of Veliaj, Rama and Agac.
Zoto and Mërtiri could not change the waste treatment practice in Tirana, only Erion Veliaj could do this.
Zoto and Mërtiri could not alienate money, if the government and the municipality would not give money for burning garbage, when there is no incinerator.
Zoto and Mërtiri achieved a 'success' by becoming secondary or solvent shareholders with the incinerators, but it was Rama and Veliaj who called the incinerators of Tirana, Elbasan and Fier a success.
Zoto and Mërtiri could not give themselves a bonus of 8 points, 9 months before the winning company was registered, it was Veliaj and Rama who could do that.
Zoto and Mërtiri could not register the company the day before it won the incinerator tender, Rama and Veliaj could do that.
Zoto and Mërtiri could not make a decision on behalf of the Municipal Council, only Erion Veliaj could do so.
SPAK must see the crime for what it is. A state intention to create a structured criminal organization, using two dummy businessmen and half a billion euros of Albanian taxpayers' money." - said Muço./CNA.al
