According to Fundo, the government is not aware of this fee, while the mayor Erion Veliaj remains indifferent, justifying that it is a private-private relationship, while not sending the Project Implementation Unit for control.

"At the moment the concessionaire company received the contract, the urban waste, the daily garbage that we take out from the houses had to be covered, and for that we needed the soils. In order for these wastes to be covered with soil, the concession company would either buy them on the market, or find them somewhere and has made an agreement with the Municipality of Tirana. They have made a deal and have not approved the fee. Only by their will, the concession company has approved a fee.

The private companies already, the builders, who talk not to the private, but to the concessionaire company, where the intermediary is the Municipality, which pursues them with the municipal police, pursues them with the environment and IMT invents a fee of 4 thousand lek per m2 and 800 thousand lek for inerts because inerts are twofold. When the private companies went and weighed them, there is also a detail, one m2 and it is 1.5 tons, but they billed 750 ALL with VAT, and this fee was never approved by the government. The government says it does not know this fee, the municipality says it is a private-private relationship. But what happened?
