The State Police has undertaken a broad anti-cannabis action.

The action is currently taking place in Malësia e Madhe, and it concerns the cannabis greenhouses in Berat, where it is suspected that the owners are originally from Malësia e Madhe.

The police executed 6 arrest warrants, out of 9 arrest warrants issued by the SPAK Special Prosecutor's Office.

As a result of the operation, checks are being carried out in several apartments, while other arrests are expected.

On 24.04.2024, investigators of the National Bureau of Investigation, in cooperation with judicial police officers in the General Directorate of the State Police, executed personal security measures "arrest in prison" against 6 (six) persons under investigation, specifically:

– SH resident in Koplik, Malësi e Madhe;

– AV resident in Drenovicë, Berat;

– MM resident in Gruemire, Malësi e Madhe;

– LB resident in Demiraj, Malësi e Madhe;

– SS resident in Demiraj, Malësi e Madhe;

- A.Ç. living in Vodëz, Kuçovo, Berat,

In the meantime, a wanted announcement was made for 3 (three) other persons, where during the checks it was not possible to find them and execute the court's decision to set the measure of personal security "arrest in prison".

In addition, today on 25.04.2024, pursuant to decision No. 246, dated 23.04.2024, of the Special Court of First Instance for Corruption and Organized Crime, checks were carried out in 9 (nine) residences of persons under investigation, for which it was processed earlier, specifically:

– B.XH. living in Nikël, Krujë;

– E.Xh. living in Nikël, Krujë;

– SB resident in Shengjin, Lezhë;

– YOU resident in Koplik i Si?erm, Malësi e Madhe;

– MD resident in Nikël, Krujë;

– HD living in Drenovicë, Berat;

- SL resident in Dobra?, Shkodër and to two other persons:

- S.Ç. resident in Lapardha, Berat;

– ET resident in Vodëz (Kuçovo) Berat.

During these controls, in the apartment of one of the previously investigated, 30 cubes of cannabis seedlings and cannabis seeds cultivated in a closed environment inside the residential unit, on the third floor, where there were electrical installations and electrical equipment, were found and seized. (lamps) and reflective raincoats. At the end of the controls, material evidence was found and seized in the quality of items: 33 mobile devices of different types and models, 1 DVR, 1 laptop, 1 memory card and 5 vehicles.

Të arrestuarit e lartpërmendur dyshohen për kryerjen e veprave penale “Prodhimi dhe shitja e narkotikëve”, e kryer në formën e posaçme të bashkëpunimit, “Grup i Strukturuar Kriminal” dhe “Kryerja e veprave penale nga grupi i strukturuar kriminal”, të parashikuara nga nenet 283/2, 28/4, 333/a dhe 334 të Kodit Penal, për ngjarje të verifikuar më datë 10.11.2022, në fshatin Rërëz (Berat), ku në një territor të hapur, u gjetën të ngritura 4 (katër) sera të mbyllura me plastmas, në sipërfaqen e të cilave u evidentua e instaluar linjë elektrike dhe linjë e furnizimit me ujë, përmes një pompe thithëse që furnizohej nga një kanal vaditës përballë serave, tek të cilat u gjetën 769 arka plastike, 11 thasë plastmasi të zinj, të mbushur me material bimor lëndë narkotike cannabis sativa, me peshë totale 871.4 (tetëqind e shtatëdhjetë e një) kg, kërcej bimësh e pleh kimik, peshore elektronike, gërshërë metalike, dyshekë e jorganë, armë zjarri, aparate celularë, që i’u sekuestruan, ku u arrestuan dhe po hetohen edhe aktualisht me masa të ndryshme sigurie 11 (njëmbëdhjetë) persona. Gjithashu këtu u identifikuan si punëtorë në sera edhe 95 (nëntëdhjetë e pesë) persona të gjinisë femërore.

Ndaj të arrestuarve të djeshëm (disa nga Malësia e Madhe dhe të tjerë nga Kuçova e Berati) ka dyshime të bazuara në prova se në bashkëveprim në grup të strukturuar kriminal, në muajt maj/qershor 2022, ndërmorën një veprimtari të mirëmenduar më parë, për marrjen me qera të disa parcelave toke në Rërëz, Berat, ku pasi ngritën 4 sera për kultivimin e bimëve narkotike, instaluan një linjë furnizimi me ujë dhe një linjë me instalim të pajisjeve elektrike, dhe me të gjitha pajisjet e duhura, për kultivimin e bimës cannabis sativa, e ndërsa në periudhën shtator-tetor-nëntor, organizuan punën për procesin e tharjes, pastrimit e paketimit të sasive të lëndës narkotike, me qëllim shitjen e mëtejshme të tyre. Për realizimin e këtij aktiviteti të paligjshëm ata rekrutuan si krah pune, persona të gjinisë femërore nga qyteti e rrethinat, të cilat edhe i paguanin për punën që kryenin, duke u mbuluar të gjitha shpenzimet e transportit, e të tjera nevoja. Në sera kishin krjuar edhe fjetore në 81 dyshekë me ajër. Për mbrojtjen e aktivitetit të paligjshëm kishin siguruar dhe armë zjarri, disa prej të cilave u sekuestruan.

The arrested LB was also active in the transportation of labor force from surrounding towns to Drenovicë, Berat. The same activities were carried out by the arrested SS and A.Ç., who provided the necessary tools and equipment (scissors, sacks, bags, etc.), for the smooth running of the activity, as well as food for the workforce.

The Special Prosecutor's Office against Corruption and Organized Crime, within the criminal prosecution of criminal proceedings No. 5, year 2023, submitted to the Special Court of First Instance for Corruption and Organized Crime, the request for the determination of the amount of personal insurance. arrest in prison", provided by article 238 of the Code of Criminal Procedure, against 9 (nine) persons.
