Journalist Ola Xama has shown two cases when the mayor of Tirana, Erion Veliaj, favored the company and the incinerator of Tirana.

Xama said that the Municipality of Tirana has acted as contracting authority in the contract with the incinerator of Tirana, signing the agreement for the lands.

On the other hand, she stated that the Municipality of Tirana does not go to check the concessionaire company to monitor the works in Sharre, as it says that it is not a contracting authority.

The journalist emphasized that in this way, Veliaj has twice favored the Tirana incinerator company.

"The contracting authority for the Tirana incinerator with the company "Integrated Energy BV SVP" is the Ministry of the Environment, then delegated to the Ministry of Infrastructure. Now the Municipality of Tirana in this agreement behaves as if it is a contracting authority, because according to the law on concessions and PPPs, the right to make agreements or additions to contracts is the contracting authority itself that concluded the contract. In this case, the directors of Veliaj behave as a contracting authority, when they monitor whether or not there is an incinerator, they do not take people to the contract monitoring commission because they say that I am not a contracting authority. So, we have two attitudes of the Mayor of Tirana, that in order to lead to the incinerator of Tirana, he behaves as a contracting authority, in order to penalize the concessionaire, he says he doesn't know anything, I am not a contracting authority, both of these attitudes favor the concessionaire", underlined Ola Xama./ CNA
