75 years of DPA/ Begaj: Investing in archives, preserving our national memory

The General Directorate of Archives (DPA) celebrates its 75th anniversary.

On the occasion of this jubilee anniversary, a celebratory ceremony was held with the participation of the President of the Republic Bajram Begaj, the Speaker of the Parliament, Lindita Nikolla, the General Director of the Archives, Ardi Bido, the leaders of the collaborating institutions, the heads of the archives of Egypt, Turkey , of Israel, of the Balkan countries, of Eastern and Southern Europe, researchers and many other personalities.

President Begaj gave an opening speech, who welcomed the advantages that the implementation of digitization technology has enabled in the preservation of our national memory.

"Your institution has a special and important weight in the creation of our collective memory and national consciousness. This memory systematized in over 100 million documents, in 13 state archives, where rare jewels are found, such as the Fund of Medieval Codexes of Berat, are our link with the antiquity and tradition of other European countries. Their study by scholars and historians, local and foreign, helps us understand our roots, appreciate the efforts of previous generations and build a better future on this strong foundation. The implementation of digitization technology in the state archive has been an important step towards preserving documents and facilitating public access to them. Investing in collective memory, in the infrastructure and human resources of the archives, is imperative for our nation, for Albania, for the future," said the head of state.

Next, Speaker of Parliament Nikolla took the floor, who also praised the application of modern technologies by the DPA, which serves state institutions and ordinary citizens without distinction.

"The creation of the archive is an important event not only for the archive, for history, but for Albania. The 75 years that have passed proved that the Albanian archives have served as an extraordinary source for documenting the major events of our national history. But, even more than that. The archive has served everyone, from central state institutions to ordinary citizens. The Albanian archive today has no comparison with what this institution was at the beginning of its life, 75 years ago. The contemporary technologies that you are applying in the preservation of documentation and the modernization of archival services have made the Albanian archives a modern, dignified institution, admired and appreciated, not only by us Albanians, but also by the partner institutions and agencies with which you cooperate", said speaker Nikola.

Fjala përshëndetëse u mbajt prej Bidos, i cili vuri theksin tek dobitë e procesit të digjitalizimit të dokumenteve, që krahas ruajtjes së lëndës arkivore, bën të mundur aksesin e barabartë të qytetarëve në informacion, pavarësisht vendodhjes.

“Nëse do të shohësh gjendjen reale të një vendi duhet të shohësh pasqyrën e vet, vendin ku ruhen aktet administrative. Ndaj, nuk është rastësore që arkivi ka kaluar fazat e veta. Mosekzistencën fillestare, mbylljen totale gjatë regjimit komunist dhe një kalim të ngadaltë drejt konsolidimit pas viteve 1990. Sikurse Shqipëria, edhe Arkivi në vitet e fundit është në rrugën e konsolidimit total, duke vijuar përpjekjet e nisura më herët. Nëse në vitin 2018 kishte 500 mijë dokumente të skanuara, sot ka 15 milionë në vetëm pak vite. Ky proces digjitalizimi ka bërë të mundur që të shmangim shërbimin e lëndës arkivore në original për studiuesit dhe të shtojmë mundësitë e shërbimit të dokumenteve edhe jashtë, pavarësisht vendit se ku studiuesi ndodhet. Sot kemi nga Haniaja në Kretë e deri në Mitrovicë dhe nga Palermo e Cosenza e arbëreshëve deri në Manastirin e Alfabetit, nga Saranda deri në Istog, sallat tona të studimit. Aktualisht janë mbi 60 salla studimi të hapura në Ballkan dhe në Italinë e Jugut, që mundësojnë shërbimin e lëndës arkivore njësoj si në Sallën e Studimit në Tiranë.”, tha Bido.

Në vijim të fjalës së tij, Bido u ndal tek investimi në ndërtimin e vendruajtjeve të dokumenteve në kushte optimale dhe në përpjekjet e DPA-së për të lëvruar arkivistikën si shkencë më vete. “Në vitin 2020 ne përuruam Vendruajtjen e re në Shkozë, teksa jemi duke përmirësuar kushtet e dy ndërtesave të tjera ekzistuese të përshtatura si ndërtesa arkivore. Kemi restauruar po ashtu ndërtesat në Elbasan, Lushnje, Durrës dhe Rrëshen, Prej vitit 2017, në bashkëpunim me Agjencinë Shtetërore të Arkivave të Kosovës, si edhe me Institutin për Trashëgiminë Kulturore dhe Shpirtërore të Shqiptarëve në Shkup, si edhe me institucione akademike, kemi arritur të organizojmë çdo vit Konferencën Mbarëkombëtare të Arkivistikës dhe të publikojmë revistën e përbashkët unikale në shqip mbi arkivistikën. Po ashtu, DPA-ja publikon regullisht botimet e saj. Ky nuk është një bilanc, por është mishërimi në vepra i vizionit me të cilin vijuam punën e brezave të mëparshëm të arkivistëve.”, përfundoi Bido.

Në përmbyllje të aktivitetit, u shfaq një dokumentar i realizuar enkas për këtë përvjetor domethënës të institucionit më të lartë arkivor në vend. Në kuadrin e kësaj date të shënuar për kujtesën e kombit, u zhvillua një kalendar i ngjeshur aktivitetesh. DPA-ja nënshkroi marrëveshje bashkëpunimi me Ukrainën dhe me Bosnjen dhe Hercegovinën, duke siguruar shkëmbimin e përvojave, të ekspertizës dhe të dokumenteve me interes për publikun shqiptar. Përkatësisht, bëhet fjalë për të dhëna për rilindasit dhe diasporën në Ukrainë, si edhe informacione mbi komunitetin e bashkëkombasve tanë në Bosnje dhe Hercegovinë.

Also, a round table was held, where the representatives of the archives in the region and beyond, discussed the need to deepen the cooperation to face the challenges of the future. Meanwhile, on Sunday, the 8th National Archival Conference will be organized and on Monday, another cooperation agreement with Moldova will be signed.

In the balance of this 75th anniversary, the DPA has completely changed its face, turning into a genuine cultural complex. With the opening of the Summer Cinema, which has a capacity of 140 seats, DPA addresses especially young people, through a service that combines education with entertainment. Together with the Nature Study Space, the recently inaugurated multifunctional hall, as well as the Archival Museum that is expected to open its doors soon, the DPA offers a contemporary cultural alternative.

The implementation of these initiatives comes as a result of the commitment to encourage especially young people to know the history and national documentary heritage./ CNA
