Legal expert Ilda Zhulali commented today on the report published on Albania by the European Commission.

In an interview on 'Syri Tv', Zhulali emphasized that the report's findings show that in Albania the state is captured.

Zhulali focused on the decisions and appointments of the Constitutional Court.

“What these facts and findings of the European Commission tell us is that we have a completely captured state. Not only do we have a European Parliament, not only did we not have free and fair elections, but starting with the institutions that maintain that check and balance, such as the Constitutional Court, there are two very serious problems. The first, that the decisions of the Constitutional Court are not implemented by the socialist majority in parliament on purpose. The second, that there is increased pressure on the Constitutional Court and they have used a very specific term that is very serious, and there is legal uncertainty in the appointments of the Constitutional Court. This, according to a very important elaboration that the Venice Commission has made earlier, directly affects the decisions of the Constitutional Court and then we also question the decisions that are made there, their quality, and there are a number of consequences that a serious state should take very seriously. What was interesting in this case was that the things that have happened in Albania have gone without due attention, which made a division between the renewal of appointments to the Constitutional Court, where it separately takes up the appointment or reappointment of the President of the Constitutional Court," said Zhulali. /CNA
