Constitutional Court Decision/ Celibashi: Tirana Municipality Elections

The State Election Commissioner, Ilirjan Celibashi, held a press conference regarding the partial local elections in Tirana.

Celibashi announced that the elections for Tirana have been suspended following yesterday's Constitutional Court decision on President Begaj's decree.

As for the other 5 municipalities, Celibashi said that elections will be held on November 9.

" The elections for the Municipality of Tirana have been suspended. Any action of the CEC related to the preparations for the elections for the Municipality of Tirana has been suspended since yesterday. On November 9, elections will be held in the other 5 municipalities. We would be in violation of the Constitution and the Electoral Code if the CEC were to continue with the preparatory process for the elections in the Municipality of Tirana. At this moment, it is within the competence of the Constitutional Court. The Constitutional Court will decide and then we will see further. The Constitutional Court has set the date of the 31st to decide on this issue. In any version, whether the CEC, the Council of Ministers, or the president, will see if there will be an opportunity to take any specific action.

Elections cannot be announced earlier than 30 days from the moment the vacancy is announced and no later than 45 days. This electoral process needs at least 30 days to prepare. The preparatory process for elections is not only related to the development of the electoral campaign. What is important is the drafting of the voter list, the right of citizens to familiarize themselves with the voter list. Independent candidates must register through a process that not only takes time, but also contains some rights that we cannot deny them. They must be provided with a form for collecting signatures and we cannot provide them with this form for the municipality of Tirana now , "said Celibashi.
