Britain's asylum plan for third countries shows that London is in a very difficult situation, according to Albanian Prime Minister Edi Rama, writes Helena Smith for "The Guardian".
A UK plan to send rejected asylum seekers to return centres in third countries shows that the post-Brexit BM is in a very difficult situation, the Albanian prime minister has said.
In his first interview with international media since leading his Socialist Party to a historic fourth term in office, Edi Rama said the idea that the United Kingdom wants to seek countries to get rid of immigrants would have been inconceivable a decade ago.
But this was in line with the change in public discourse in the UK since Brexit, where "the utterly unacceptable, the utterly ridiculous, the utterly shameful" had become normal, he said.
Announced last month by Keir Starmer during a visit to the Balkan country, the return hub scheme would involve centres in a third country processing the claims of people who have been refused asylum and who have exhausted legal avenues in the EU.
“It’s one of those things that 10 years ago would simply not have been imaginable… that the EU would be looking for places to remove migrants,” Rama said from Tirana, the capital of Albania.
"The fact that today it's not just imaginable, but it's happening, is not because of Keir Starmer or Rishi Sunak doing something outrageous; it's because the country is in a very dark situation."
Rama, who is known for his outspoken and controversial views, expressed disappointment at the level of public discourse in the BM. As a committed Anglophile, he said, it was difficult to accept.
"Eighty percent of the things that are said or written, or accepted as a normal part of discourse in today's BM are things that before Brexit would have been completely unacceptable, completely ridiculous, completely shameful," he said.
Under previous Conservative governments, relations between the UK and Albania became increasingly strained, overshadowed by boat crossings and accusations of illegal Albanian immigrants “invading” British shores.
Starmer’s visit in May – the first ever by a British prime minister – was aimed at putting bilateral relations on a new footing. While in Tirana, the Labour Party leader said talks were underway “with a number of countries” to set up the centres. But, in what appeared to be a mild rebuke to his guest, Rama told a joint press conference that Albania would not take part in the scheme.
Duke kërkuar të sqaronte situatën në intervistë, Rama tha se Starmer, një “person shumë i mirë dhe i këndshëm”, as nuk e kishte bërë kërkesën publikisht dhe as nuk ishte udhëheqësi i parë britanik që e kishte hapur privatisht këtë temë.
Rama tha se përgjigjja e tij kishte qenë gjithmonë e njëjtë: “Kam qenë i qartë për këtë që kur Boris Johnson ma kërkoi dhe Rishi ma kërkoi… Gjithmonë kam thënë jo”.
Fakti që Shqipëria kishte rënë dakord më parë për një skemë të ngjashme me kryeministren e Italisë, Giorgia Meloni, ishte i ndryshëm për shkak të “marrëdhënies shumë të veçantë” që kishin të dy vendet. Kjo marrëveshje, e cila parashikonte kapjen e njerëzve në det dhe dërgimin e shumicës së tyre jo në Itali, por në një qendër pritjeje në Shqipëri për përpunimin e kërkesave të tyre për azil, deri më tani është penguar nga kundërshtime ligjore.
Që nga dita kur regjimi brutal stalinist i Shqipërisë u shemb në vitin 1991, Italia i kishte qëndruar pranë vendit të tij, tha Rama. Si rezultat, bashkatdhetarët e tij kishin “një pikë të dobët” për Romën.
“Praktikisht ne jemi një vend i përbërë nga dy vende të pavarura… Italia ka qenë aty për ne në çdo moment të errët dhe situatë të vështirë që nga dita kur dolëm nga ferri i të qenit Koreja e Veriut e Evropës”, shtoi ai. “Ne e kemi pikë të dobët Italinë, kështu që kur Italia na kërkon diçka, ne themi po dhe pikë”.
Qëndrimi i Ramës përkon me një besim të rigjetur, ndërsa vendi i vogël, ndër shtetet më të varfra të Evropës, bën hapa dikur të paimagjinueshëm drejt anëtarësimit në BE. Me një ndryshim dramatik të ritmit dhe tonit që ai ia atribuon “frymës së re të shtyrë nga gjeopolitika” e politikëbërësve evropianë që nga pushtimi i plotë i Ukrainës nga Rusia, negociatat e pranimit janë përshpejtuar, ndërsa Brukseli më në fund kërkon të përqafojë Ballkanin Perëndimor. Rajoni është parë prej kohësh nga Moska si një vend në sferën e ndikimit të Rusisë.
Rama, i cili mbush 61 vjeç në korrik, e drejtoi fushatën e tij zgjedhore me premtimin se do të nxiste përpara me ndjekjen e anëtarësimit në BE. Ai tani beson se negociatat do të përfundojnë deri në vitin 2027 dhe “brenda vitit 2030 do të jemi anëtare e BE-së”. Shqipëria, e cila iu bashkua NATO-s në vitin 2009, ka qenë një kandidate për anëtarësim për më shumë se një dekadë.
“E gjithë qasja ndaj procesit ka ndryshuar në mënyrë dramatike”, tha ai. “Tani ata [BE] janë shumë të etur të ecin përpara… Me agresionin rus gjithçka ndryshoi, kështu që disi edhe Vladimir Putin e bëri këtë, ai e bëri Evropën shumë më të interesuar për bashkimin”.
Ai sheh një efekt të ngjashëm në BE nga banori i ri i Shtëpisë së Bardhë dhe është “100% i bindur se zgjedhja e Donald Trump është një gjë e mirë për Evropën”. Rama tha se fitorja e Trump e nxori Evropën nga plogështia e saj dhe kishte sjellë “një frymë të trazuar” që i nevojitej botës.
"I think when Trump says that God saved him because he had a plan for America, I think he's only telling half the truth. God saved him because he had a plan for Europe as well, to wake up Europe," he said.
Later this year, the Albanian painter-turned-prime minister will embark on a tour to thank diaspora communities who, for the first time, were able to vote in last month’s elections, helping him secure a landslide victory.
More than 500,000 ethnic Albanians are thought to live in Greece alone. Rama hopes he can attract them back “because now our salaries are very close to those in Greece and they are at home.”
But the 6-foot-6 leader of the Socialist Party, a basketball player in his youth, has his critics. Accusations of corruption in Albanian society are widespread. So are accusations of growing authoritarianism – Rama will be the longest-serving leader since Enver Hoxha, the country’s brutal former dictator – though the accusations are dismissed as farce by admirers and top officials in Brussels.
A former EU minister said that "Eddie is bigger than the country he represents. His problem is that he is too big for his country and I am not talking about his height."
If Albania were to succeed in its bid for membership, Rama said it would be "the right and most wonderful moment to pass the baton."
It would be a personal achievement, but it would also "help Europe be less boring and sunnier"
