KAS Representative: A stance is being taken that acts equally for all candidates

KAS member, Koli Bele, in a statement to the media from the vote recount center for Tirana, answered several questions posed by journalists present at the "Fahrie Hoti" school premises.

Asked whether, from the boxes reopened so far, the finding of undeserved votes in favor of parties and candidates indicates human error or electoral crime, Bele explained that KAS is only carrying out the administrative process, and is not an investigative body.

"The process is long and somewhat unnatural because the Electoral Code was not built for a five-member body to replace the 11 CEAZs of Tirana and several hundred counters who are being replaced by a CEC administration. Half of the boxes have been counted, and at this normal pace, maybe on Saturday or maximum on Monday we will have a conclusion to the process. We must understand that this process itself does not investigate box by box, but they are recounted and come up with a final result. To conclude whether in a case there are major differences or not criminal intent, it must be investigated in another process. We are not investigating box by box what happened. It is counted, tabulated and a summary result is made" - explained the representative of KAS.

Regarding the SP's request to the KAS that valid votes were considered invalid, Bele said that this is not the case.

"I don't think so. This process that is being administered has come from 11 CEAZs, where the evaluation criteria, no matter how much they are suggested by the manual, may have small differences from case to case, which can translate into a change in a vote. But if a certain position is held, it acts equally for all candidates and there are no such massive movements. Subjects at certain moments have their own concerns and emotions, they hold certain positions. Not every subject can be satisfied with every decision we make. What we guarantee is that the standard is the same and is within the limits of the law", - concluded the representative of KAS./CNA
