The Democratic Party has denounced the director of ARRSH, Evis Berberi, stating to the media that during the time he held the position of head of procurement, he concluded public contracts with state institutions.

According to PD, Barber has used his state duty to secure contracts and public money for his private company DAAM shpk.

Berberi is the owner of 100 percent of the company's capital from September 14, 2018 to January 31, 2019.

According to the complaint, on January 31, 2019, Evis Berberi sells 100% of the shares of DAAM shpk against the value of 500 thousand euros. Referring to the quota sale contract, 8 thousand euros were paid outside the notary office by the buyer in favor of Evis Berber, while the rest would be paid in installments against the value of 100 thousand euros for each year.

PD further explains that, from December 2017 to June 2023, DAAM shpk has received 202 million ALL of public funds from the municipalities of Tirana, Prrenjas, Librazhd, Elbasan, Erseke, Kamëz, Shijak, Lezhë, Pukë, Cërrik, Klos, the Ministry of Tourism and Environment, General Directorate of State Police, General Directorate of Customs, National Coastal Agency, INSTAT, Korca Hospital, Agricultural University, etc.

21 of these payments above in the amount of 81 million ALL were paid in favor of Barber's company while he is officially the owner of the trading company and at the same time holds public office as a manager.

Listing other facts showing the abuses, the Democratic Party demands the immediate and irrevocable resignation of Evis Berberi.

" Evis Berberi, the director of the Albanian Road Authority uses the state duty to secure contracts and public money for his private company DAAM shpk.

This commercial entity was established in October 2017 with the initial name "B - VAAL ENG - 10" and, in October 2018, Mr. Barber has changed its name to DAAM shpk.

Berberi is the owner of 100 percent of the company's capital from September 14, 2018 to January 31, 2019.

On January 31, 2019, Evis Berberi sells 100% of the shares of the company DAAM shpk against the value of 500 thousand euros. Referring to the quota sale contract, 8 thousand euros were paid outside the notary office by the buyer in favor of Evis Berber, while the rest would be paid in installments against the value of 100 thousand euros for each year.

We remind the public that the high position he holds now is not the first in the series of state duties held by Evis Berberi.

From 2013 to 2019, he was Head of Procurement at ALBCONTROL;

February - September 2019 Advisor to the Ministry of Infrastructure and Energy;

September 2019 – June 2021 Director of the Energy Efficiency Agency.

In all these 'pigeon places' where tenders are given and favors are given, Berberi has used them, among other things, to rent his private company with millions of coffee.

DAAM shpk, has benefited, from December 2017 to June 2023, 202 million lek public funds from the Municipalities of Tirana, Prrenjas, Librazhd, Elbasan, Erseke, Kamëz, Shijak, Lezhë, Pukë, Cërrik, Klos, Ministry of Tourism and Environment, Directorate General of the State Police, General Directorate of Customs, National Coastal Agency, INSTAT, Korca Hospital, Agricultural University, etc.

21 payments from these above in the amount of ALL 81 million have been paid in favor of Barber's company while he is officially the owner of the trading company and at the same time holds public office as a manager.

At the ILDKPI on March 5, 2019, Evis Berberi stated, among other things:

-Salary from the position as administrator of the company DAAM shpk

-Salary from the job position as a technical manager at the company Bvaal engineering shpk. Please note: from April 3, 2019 onwards, this company is called NET GROUP shpk; SO, EVIS BERBERI DECLARES HIS EMPLOYMENT AS TECHNICAL DIRECTOR OF NET GROUP COMPANY;

Near ILDKPI on March 6, 2020; March 31, 2021; and April 9, 2021 Evis Berberi has stated, among other things:

-Salary as an advisor in the Ministry of Infrastructure and Energy;

-Salary as a board member at the Construction Institute;

-Salary as chairman of the Board of Albpetrol;

-Salary as a board member in the Durrës Port Authority.

Income received by the wife as a result of the land lease contract related to the BANKERS company.

In none of the above forms there is no data for the declaration of the sale of the company Daam shpk, but only income from 4 types of salaries, apartments bought from family savings, 9204 m2 of arable land in Fier owned by the spouses benefited from the law 7501 according to the declaration as a result of inheritance, apartments left by inheritance or from family savings.

Concealment of income in order to pay a tax liability of over 8 million ALL is punishable by 4 to 8 years of imprisonment according to Law no. 7895, dated January 27, 1995, the Criminal Code of the Republic of Slovenia, as amended.

During the management of the Energy Efficiency Agency, Evis Berberi, appointed as Energy Auditor in buildings, energy auditor in industrial installations, and energy manager the person from whom he bought the company DAAM shpk. The latter is currently the owner of this company again, and this means that for every new building that is built or every existing building that is reconstructed, a certificate from the energy auditor must first be obtained.

The current owner of DAAM shpk has benefited from Evis Berberi, the previous owner of the same commercial company, the value of 322 million old lek paid by the Albanian Road Authority headed by... Evis Berberi.

The question applies to Evis Berber, to his superiors, to the institutions that have given public funds to a high official, and especially to SPAK:

How did he sign public contracts with state institutions, when he holds the position of head of a state institution?

What about the licenses of energy auditors and energy managers?

Why does the company where Evis Berberi has declared not only his connections but his employment as a technical manager continue to sign contracts and receive funds from ARRSH, an authority which is directed by Evis Berberi?

Do all these Contracting Authorities, and Evis Berberi, the current director of ARRSH, bear legal responsibility for contracts which are considered null, concluded in violation of the law on conflict of interests?

The Democratic Party demands the immediate and irrevocable resignation of Evis Berberi.

He is in violation of the law, as are the institutions that have disbursed funds and contracts to the companies connected to him.
