Bushati said that nowadays the citizens of the Western Balkans are connecting Germany more with the wave of nurses, medical students and doctors who are leaving, causing a loss of human potential in the region.

The German government's Special Representative suggested that the exodus of young professionals should be addressed by the enlargement policy, which should restore people's hope that they will not flee the country to bring about change.

"On the one hand, France and Germany to some extent are not very careful with the Western Balkans at this point. On the other hand, this shows that the reforms are not made only for the European Union. Carrying out reforms is important for citizens, to make changes even when Europe may not be the right answer to the changes.

So, it is better not to talk about who is responsible for this, as it is clear that the migration of educated people is not going to change from today to tomorrow immediately, but people need to cultivate confidence in the countries of the Western Balkans, that you can be successful there and the country will be successful. It is no longer about individual success, but about the success of the country.
