The amendments to the draft law "On some additions and amendments to Law No. 79/2017 'On Sport', proposed by the Ministry of Education and Sports, aim to modernize the sports system in the country and strengthen the inclusion of all social groups in sports life.

In her speech in Parliament, the Minister of Education and Sports, Ogerta Manastirliu, emphasized the importance of these changes as a step forward towards a more open, fairer sport and in line with European standards.

"Today is the moment to take another significant step, we will expand the horizon for sport, including for the first time with the same rights and with special support some of the actors that have been outside the attention of the law. First, the inclusion of the Albanian Paralympic Committee and the Special Olympic Movement. For the first time in the history of Albanian sport, the Paralympic Committee and the Special Olympic Movement will be officially recognized as independent structures with full rights to represent and develop sport for people with special abilities. By adopting this law, we strengthen and support these two organizations by creating the opportunity to be independent and financed directly from the state budget. Second, the inclusion for the first time of the new instrument for the creation of sports foundations created by the state. The creation of public foundations will enable a more flexible and more direct approach to supporting various sports. These foundations will function as a bridge between the state, the sports community and the public sector", - Manastirliu said.

 Following the presentation of the amendments to the law on sports, Minister Manastirliu also focused on one of the innovations brought by the draft law: the definition of the legal form of the Sports Arbitration Council. She emphasized that this change does not affect the current functioning of this mechanism, but aims to strengthen it through a clear legal framework agreed upon with all sports federations, including the Albanian Football Federation.

"We are creating the legal form of the Sports Arbitration Council. The Sports Arbitration Council remains the same in form and in the way it will be organized even after this change that we are proposing today, which only regulates the legal form, that is, how the Sports Arbitration Council will be registered in court. So, this is also regarding the way in which the lawyers in Sports Arbitration will be elected, this belongs to the form that is approved by the Assembly of Representatives that is in the NAC and the assembly consists of all the federations, which means that the federations themselves will approve the regulation through approval in the Assembly. The criteria are defined there, the methods of selection are defined and all these elements are defined. We are not changing anything, this entity maintains independence, maintains impartiality, maintains identity and all the principles", - said Manastirliu.

The law comes after a long phase of consultation with interest groups and is supported by a series of recommendations from international partners, in order to comply with European policies on sport and inclusion.

"Today we are about to approve a package of changes among the most important in a law, which is among the most visionary in terms of organizing sports and the sports ecosystem as a whole and with the proposed changes, which have been consulted and for which sufficient time has been taken to consult with all parties and interest groups, helping not only sports organizations and federations, but also creating more diversity, more legal instruments to support sports, to support sports and of course to support people with special abilities to create equal rights and opportunities for them. We have come a long way to draft these legal changes by consulting with all those who are key actors in the sports ecosystem, starting from the Albanian Olympic Committee, to the Albanian Football Federation, to other federations, also with the University of Sports, we have carried out a consultation process in round tables, but also legal consultation as required by the law", - declared Manastirliu. /CNA
