The Minister of Finance, Ervin Mete, has spoken about the fiscal stamp service, which will be transferred to the state from December 31, 2024.

Meta said during his speech in the Assembly that it should be emphasized in the excise law that fiscal stamps are already a state monopoly.

Also, he requested that the Council of Ministers define a public legal entity authorized for the production and distribution of fiscal stamps, as well as their security elements.

"The draft law that is presented today for consideration comes for a specific purpose. In the excise law, the concessionaire that offers the service of fiscal stamps has been provided for in several articles. Since this concession ends on December 31 of this year and will be transferred to the state, the necessary changes have been made so that the concessionaire, as well as the procedures related to it, are removed from this law and it is emphasized that the fiscal stamps are already state monopoly and the Council of Ministers will determine a public legal entity authorized for the production and distribution of fiscal stamps, as well as their security elements, and a number of other articles with the same purpose.

In December of last year, at the Ministry of Finance, by order of the minister, a wide working group was set up, including the State Attorney's Office, to manage the exit process. An exit manager and a board have been appointed to manage this process, which ends on December 31 of this year. From the analysis of the legal acts, it was necessary to change the excise law to remove the concessionaire and the procedures of the concessionaire from the law.

The Securities Printing Press will be the public legal entity owned by the state, which will perform this service in the future, which had the legal right to provide the service before it was granted with a concession.

It is a process that requires dedicated attention and special process in order to be carried out at the right quality, respecting the necessary transfer of assets and knowledge.

Our intention is that at the moment this service passes into state management, lower rates will be offered than those applied by the concessionaire, which we believe will be convenient for the business community.

At the same time, in August of this year, i.e. next month, the fuel marking concession ends and the service is transferred to the General Directorate of Customs. At the moment when this concession will end, we have decided that the fee applied by the concessionaire will also be removed. So, there will be no continuation of the application of the marking fee to citizens and businesses. The costs of continuing the service will be borne by the state budget", stated Mete./ CNA
