Waste Management/ Malltezi: The government's draft law has contradictory

The head of the Environment Department in the Democratic Party, Jamarbër Malltezi, held a public hearing today on the draft law prepared by the government on waste treatment. Malltezi stated that the draft law contains contradictory data and risks increasing prices for citizens. 

According to him, the cost of waste treatment is a cost that even the most developed countries in the world do not have. He said that the draft law on waste management has accurate but also unacceptable data. 

"There is contradictory data. Even for prices for citizens that could go up to 6 times the current tariffs. The accompanying report of the law, which is the impact assessment of the draft law, says that the cost of waste treatment will be from 70 euros to 170 euros per ton of waste.

This is a cost that even the most developed countries in the world can hardly afford. So even for agricultural products that are valuable goods, they do not have such a cost. Here, the cost of waste treatment is extremely high. We take into account that the cost of waste treatment 15 years ago was only 12 euros. So the payment for citizens was only 12 euros per ton, then it went to 29 euros per ton and it is thought that they can increase it from 70 to 170 euros per ton. So we can have 5 or 6 times the costs.

The government claims to have held public hearings on this bill from November 16 to November 24, 2024. So it's a bill worth millions of euros that impacts families, that impacts recycling businesses, that impacts municipalities. Every municipality will have to come up with money and they only had 7 days of public hearings. From what I've seen in the report, there are about 21 people who have submitted comments.

Then there is uncertainty about which experts worked on this, how serious these experts are who may have done it. There is a cacophony. There is some accurate data, there is also some completely unacceptable data. There is uncertainty between the legal rights that the local government has and the establishment of the central Agency that will manage the waste.

Let's go back to the law. Article 22 has to do with the National Waste Agency. As I told you, its point 5b continues....It develops, coordinates, administers the national infrastructure of waste treatment, recovery and disposal plants....it implements projects for the establishment of the final waste management infrastructure..." , said Malltezi among other things./cna
