Law on Protected Areas/Kumbaro: There are strict rules, red lines are not

The Minister of Environment, Mirela Kumbaro, spoke about the approval of the law on Protected Zones after the end of the plenary session.

Kumbaro said that there will be ecological and environmentally friendly constructions for tourism, only in the foreseen areas.

According to her, constructions will adhere to strict rules and red lines will not be affected.

"To everyone's knowledge, there have been many public consultations, mainly of environmental organizations. The government has been dealing with that draft law for a long time, I have also expressed informally with meetings with civil society that there are some red lines that cannot be touched. Do not touch the directives of the EU. I want to remember that in 2021 Albania had 17% of its territory as a protected area.

It is not so easy in a small country like Albania to have 1/5 of the territory protected areas. The surface of the territory of the Protected areas will not be affected. There will be no division of the territory of the protected areas with the municipalities continuing to be administered by the Agency of Protected Areas. There should be clear rules. People have been living in these territories for centuries.

The amendments that were approved today make way for very clear rules. The other important part, only in the areas provided for within very strict criteria will it be possible to develop some ecological and environmentally friendly constructions with 3,4 filters. There are some red lines that are not touched as they touch the core of the changes.

It is important to preserve the human connection with the territory. Let's give Albanians the opportunity to live there. Where we seek to do natural truism, services that are friendly to the environment should also be offered. I want to assure everyone that the communication with the community with the municipalities, we give them a compromise solution. We do not specify anything, as nothing is prescribed. We make rules. The criteria are determined by the ministry's experts. We have been in constant communication with the EU delegation and all partners, it is the only unified communication," the minister emphasized./ CNA
