KLSH finds dozens of violations/ DP: The mayor of Durrës, Emirjana Sako,

The DP denounced this Saturday that the KLSH has found dozens of violations in the Municipality of Durrës, in an audit report developed by this institution.

Anticorruption spokeswoman, Genta Vangjeli, said that the Municipality led by Emirjana Sako, only in 2022 allowed the exercise of activities by private entities in state property without a Lease Contract.

She stated that 34 cases of construction without permission were found and out of 119 decisions for "Demolition of Illegal Building", only 25 decisions were executed.

Vangjeli demanded the immediate resignation of Emirjana Sako and the initiation of investigations by SPAK for the violations identified by KLSH.

Full denunciation:

The continuous denunciations of the DP about the performance of the mayor of Durrës, Emirjana Sako, have been fully confirmed by the Supreme State Audit, which in the last audit report (2024) identified only for the year 2022:

1. The Municipality of Durrës has allowed the exercise of activities by private entities in state property without a Lease Contract;

2. 34 cases where, even though there is a record of findings for constructions without permission, the procedure was not followed within the deadline for issuing the decision for "Demolition of Illegal Object" and the decision for "Sentencing with a Fine";

3. Out of 119 decisions on "Demolition of Illegal Object", only 25 decisions have been executed;

4. "Execution Orders" for the demolition of the illegal object, are not implemented by continuing with the demolition of the objects with the justification that the excavator tools may be out of use during the execution process

5. Decisions "On Penalty" not liquidated.

6. Obligations in the amount of 7.3 million euros, and for their reductions, the Municipality of Durrës does not administer any document for the reduced value;

7. Lease contracts which are not implemented but exceed the public spaces defined in them, causing a lack of income;

8. Administration and collection of local taxes and fees in non-compliance with financial management and control;

9. From the audit of 6 public procurement procedures during the year 2022 with a total value of 5.2 million euros, violations were found for incorrect calculation of the limit fund, drafting of unsubstantiated qualification criteria, EO with the lowest offers were unfairly disqualified, and qualified EOs declared winners in failure to meet the qualification criteria;

10. From the audit of the implementation of the construction works of 7 contracts for public works, with a total value of 2.8 million euros, unfinished construction works resulted;

11. Ineffective use of funds in Durrës Municipality;

12. Infrastructure impact taxes are calculated irregularly;

13. "Urban waste disposal", with a contract value of 2.8 million euros without VAT, carried out by EO "Integrated Energy BV spv" (for 12 months), resulted in the fact that there are no detailed technical specifications in the contract, there is no scale and nor the persons responsible for weighing the waste before transport to the Sharra Landfill, bearing the risk for fictitious figures received from the Supplier and for unjustified payments.

14. The Municipality of Durrës, represented by the owner of the institution, as the person charged by the law, has not carried out the execution of the Court Decision of the Cut Form.

15. The Mayor of Durrës has not set up a commission for decommissioning assets, resulting in the failure to complete the decommissioning and disposal of assets, etc.

For the above, KLSH has given:

– 39 organizational measures;

– 7 measures for damages;

- 7 measures for reducing the tax debt;

– 3 measures to eliminate the negative effects found in the administration of public funds;

- 39 disciplinary measures ranging from warnings to dismissals, but also dismissal from civil service.

What more should Emirjana Sako do …..

The Democratic Party demands the immediate resignation of the Durrës KB Emirjana Sako and demands from SPAK the initiation of the investigation for all the violations identified above./ CNA
