The Minister for Local Government, Arbjan Mazniku, considers it necessary to speak about the financial problems of the country's municipalities.

Mazniku said in a television appearance that there is still a need for stabilization and balancing of the costs between the income from the state budget and the budget of the municipalities.

"We need to stabilize a little the way people are employed, to balance the cost between the income coming from the state budget and the income from their budget. An analysis is being done and we will share it with the public. There is an agreement to support the municipalities for a salary increase", he said.

As the two most problematic municipalities, the minister mentioned Vora and Kavaja, which he said have inherited problems.

"There are some municipalities that have problems with the ratio between the total liabilities to third parties and the total income they have. A problem is inherited in time and part of the problem is added in the future. There will be a revenue support to support the arrears that the municipalities had.

We will have a clear picture of how many municipalities have obligations, but many municipalities will be given a breather. Vora and Kavaja are the two most problematic municipalities. We are assisting with different mechanisms, in order to have a more responsible operation and to get out of this situation. We remember that a few years ago many municipalities were in this situation, but today it is different as we only have two municipalities and I believe that we will get them out of this situation very soon.

Before the administrative reform, 70% of the municipalities were in a problematic state. Too often we talk about how municipalities spend their revenues and not how they collect them. So, I think we will have to discuss this issue by also looking at how this money is collected. Municipalities must be responsible and the fact that 57-58 municipalities have managed to have healthy finances, since it was a different situation 8 years ago, is a clear indication that these municipalities have healthy finances. We need to improve the method of income entry", emphasized Mazniku./ CNA
