
A few months ago, CNA revealed plans for the establishment of a special parliamentary commission by the majority, headed by Fatmir Xhafajt.
The latter claimed to have received international support for this commission, but this turned out to be a lie. ( READ HERE )
Xhafaj has been abandoned by everyone in his attempt to create a commission, camouflaged with institutional reform towards integration, to appeal to independent institutions.
Not only did the internationals not go to its meetings, but they came out with public positions, where they emphasized that this commission should not be done without the opposition and should be transparent. Even the independent institutions rejected one after the other the request to go to the commission.
Even after all this, Xhafaj seems to be following his plans and this time with unannounced meetings, without media cameras.
In some photos distributed by the Assembly, it can be seen that the meeting was held in a room in the building where the plenary sessions are held.

In the announcement of the Assembly it is stated that: "The Technical Secretariat informed about the draft Analytical Document (not final) prepared by the Group of High Level Experts, which contains a draft analysis of the current situation in the 3 areas subject to the commission's work: I) Good governance, II) Anti-corruption and III) Rule of Law".
There is not much information about this draft document, although it is claimed that it is based on the recommendations expressed in the EU Reports, or in other official domestic and international reports and documents.
Also, it is known that Xhafaj and 99-Chat have made a series of decisions quickly, without transparency.
The first decision is related to the approval of the steps for the organization of the public consultation process, according to the measures proposed by the Group of High Level Experts and the Technical Secretariat, which includes: I) the organization of public thematic roundtables, II) civic dialogue forums with focus on sensitive issues for citizens; III) consultations with interest groups, including state institutions and law-enforcement executive agencies; as well as IV) consulting the draft of the Analytical Document with international experts and consultants to get their evaluations and comments related to compliance with international standards, as well as to reflect the best international experiences in these fields.

The second decision is related to the approval of changes in the composition of the High Level Group of Experts.
The third decision is related to the approval of the list of external international experts and consultants, who will be attached to the Commission, to support and contribute to the fulfillment of the object of the special commission's activity.
Very little is known about these decisions taken secretly, without the presence of the media. The "Xhafaj" Commission is not only not being transparent, as the internationals also requested, but it is hiding "in hiding".
